Telecommunications Specialist

Duties

Incumbent identifies and provides resources needed to establish and maintain Telecommunication systems and equipment. Adjusts or modifies equipment to enhance equipment performance or to respond to NDMS team inquiries.

Assists with the management of equipment in the team telecommunication Cache. Provides equipment to the operations, as needed. Receives and is accountable for the setup and maintenance of the telecommunications equipment.

Incumbent assists with the periodic inspection and testing of equipment. Test circuits and components of malfunctioning telecommunications equipment to isolate sources of malfunctions, using test meters, circuit diagrams, polarity probes, and other hand tools.

Assists with the coordination of the seamless integration of information and Telecommunications systems with incident management efforts at local, state and national levels. Aids in the establishment of communications links between the deployed team and other pertinent parties, such as state and local public health officials.

Monitors the use of satellite communications systems and ensures appropriate logs and forms are completed and maintained. Assesses the need for additional power resources needed to support the communication system. Assists with providing recommendations to the Logistics Section Chief regarding telecommunications system upgrades, enhancements, and problem resolutions.

This position is an Intermittent work schedule: A schedule that requires an employee to work an irregular number of hours or days for which there is no prearranged scheduled tour of duty.

Qualifications

During deployments, the work is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field based, in a tent environment that is remote and austere, caring for sick, injured, dying, or deceased persons. This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying NDMS equipment or heavy patients on litters. Incumbent must be capable of working in a high-stress, high security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job. For these reasons, employees are required to complete a physical and health screening process, meet, and maintain certain physical standards, as well as mental, behavioral, and cognitive competencies. Work may be performed in an office setting or indoor and outdoor field sites, sometimes in adverse weather. During emergency situations, the work environment may be situated in austere conditions and environment in terms of destroyed infrastructure (e.g., food and water, housing, electricity, communications), the presence of endemic diseases, and limited health and sanitation facilities requiring special safety precautions.

To qualify for this position, you must meet one of the following requirements:

EDUCATION
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled).

SPECIALIZED EXPERIENCE
Must have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service performing one (1) out of the four (4) following duties or work assignments (1) Experience with emergency response Land Mobile Radios, (2) Monitors the use of satellite communications systems, (3) Ability to establish and operate multiple satellite communication systems; or (4) Knowledge of maintaining, troubleshooting, and establishing of emergency response devices to include cellular services, radio, satellite and/or IT.

A combination of the above education and specialized experience.

Experience refers to:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

Education

This position does not have an education requirement. However, if you are using education to qualify for this position all or in part as described above; a copy of your college transcript is required and will be used in making qualifications determinations.
