USARPAC JPMRC CEMA/EW Operations Planner (Fort Eustis, Virginia)

Basic Functions:  CEMA aims to exploit an advantage over enemies in both cyberspace and the electromagnetic spectrum, while simultaneously "denying them use of the same and protecting the mission command system."  Broken into its elements, CEMA consists of the synchronization of cyberspace operations, electronic warfare, and spectrum management operations.   CEMA is a critical support element to Opposing Forces (OPFOR) and TRADOC G2 manages delivery of the Army’s OPFOR Program as described in Army Regulation 350-2 across live, virtual and constructive environments and also includes:  CEMA OPFOR provides management and oversight of the OE/OPFOR Pillars within Home-Station Training (HST), Combat Training Centers (CTC), Joint National Training Capability (JNTC) programs and the integration of Cyber, EW, and Space into those areas as well.


Requirements
  • Provide coordination with the Army’s Cyber Command (ARCYBER) OPFOR
  • Provide exercise execution and a reach back planning capability to support CEMA/EW planning and product development during planning events and exercise execution
  • Planners shall provide planning and exercise support to executing electromagnetic warfare, offensive and defensive cyber operations, tactical communication systems and networks
  • The CEMA EW Operations Planners shall also understand the BCT and Division level tactical operations, targeting, network protection, cyber mission profiles, or other appropriate functional areas
  • The CEMA/EW operations planners will operate the Electronic Warfare Planning and Management Tool (EWPMT) in support of exercise EW operations
  • Represents JPMRC Intel equities as the CEMA domain Subject Matter Expert 
  • Participates in and lead CEMA domain efforts within JPMRC and assist in efforts to plan and integrate CEMA operations in their support to Joint and Army exercises 
  • Identifies CEMA concepts, requirements and gaps for integration into JPMRC exercises and operations
  • Keeps abreast of leading edge technical and intellectual developments in the areas of CEMA to facilitate training


Background Requirements
  • Degree in Cyber Security, Information Management, Computer Science and/or Information Security, with corresponding Master of Science preferred
  • An in-depth knowledge of CEMA, Cybersecurity, EW, Space and Information Security domains
  • Wide knowledge base that facilitates initiative recommendations putting CEMA into context with other operations and subsequent recommendations on how a program could be executed to achieve the initiative
  • Skill in making oral presentations with clarity, accuracy, and concise articulation to assure precise understanding of technical content
  • Skill in writing materiel such as position papers, general office correspondence, explanations, reports, analytical assessments, and similar documents to clearly, concisely, and accurately communicate technical and non-technical content


Required Qualifications
  • Top Secret Clearance with ability to earn SCI access. May require indoctrination to Special Access Programs (SAP)
  • Valid US passport for travel internationally; 25% travel frequency expectation
