The Youth Health Services (YHS) Manager focuses on the needs of the children and high-school age youth we serve in the community and is the primary administrative contact in charge of oversight and management for all school-based services throughout TVHC. The Manager reports to the COO and matrix reports to the Director of Clinic Operations for all administrative aspects at the school-based health centers that affect patient-flow, productivity, billing and reimbursements for services at the site(s). The Manager works collaboratively with the Associate Medical Director for Pediatrics to ensure all pediatric and adolescent services are being provided appropriately according to best practices. As the primary point person for school-based services, the Manager also represents TVHC in community meetings, national and statewide adolescent policy and school-based health center meetings, also coordinating resources with county-agencies.
Compensation: $80,000 - $106,000 annually, depending on experience.

Responsibilities:
- Administration supervision of the on-site supervisors/managers of the school-based/school linked health services sites.
- Oversees process improvement initiatives at all school-based clinics.
- Provides regular presence at the various sites to maintain an awareness of daily operations, clinic flow and clinic/school interactions affecting each site, and to intervene when necessary.
- Coordinates planning and managing of partnerships with school districts, the County Health Services Agency and schools, in the development and construction of health centers at school-based sites.
- Assists in the development and implementation of existing and new program curricula.
- Maintain documentation and client files in a confidential and professional manner with State guidelines and regulations.
- Maintains staff stability, which includes participation in the hiring, training, development/coaching, evaluation, discipline and termination of staff.
- Promotes community visibility of school-based/school linked health program activities.
- Assures medical protocols and clinic systems are in place and are being followed; is responsible for ensuring all staff are trained in Personnel Policy and Protocol, and that all TVHC policies and procedures are followed accordingly.
- Creates and maintains good working relationships with clinic staff and community organizations.
- Works with TVHC leadership in developing new community/high school based clinics or expanding current ones.
- Stays abreast of research and development regarding health education and mental health for youth and adolescents.
- Works with staff to ensure compliance with all applicable standards of quality and legal/regulatory norms and requirements; works on quality improvement initiatives with the Medical Director of Population Health and Quality Improvement.
- Coordinates and conducts meetings and case-conferences with School-Based/School Linked Health Services team members, peer counselors and peer educators, certificated staff and other service providers as needed.
- Performs all duties and services in full compliance with TVHC’s Service Excellence Standards.
- Attends national and statewide school based health center and adolescent policy meetings and conferences.
- Work with school districts, school and community stakeholders to leverage funding for school-based programs and events.
- Creates and maintains linkages between school districts, Alameda County Health Care Services Agency, the school administration, and other community based organizations.
- Performs other duties as may be assigned by TVHC senior leadership.

- Highschool diploma (or G.E.D) required.
- Two or more years of supervisor experience required.
- Experience working with pediatric and/or adolescent populations adequate to demonstrate knowledge and understanding of special needs of that population required.
- Bilingual in English/Spanish preferred.
- Bachelor’s degree in public/community health, counseling, psychology, social work highly preferred.
- Two or more years in case management and counseling experience preferred.
- Computer literate, prefer experience with MS Windows, Outlook, Microsoft Word and Excel; experience with social media and new media for the purposes of connecting with youth populations highly preferred.
- Experience working in a school-based setting or teen center setting connected to a licensed FQHC community clinic highly desirable.
Qualifications:
- Understands issues particular to adolescent populations, including adolescent development and health issues.
- Understands principles of, and can implement, the peer leadership and youth empowerment model, conflict resolution strategies, pertaining to reducing racial bias, school-based violence, interpersonal student conflicts.
- Understands principles of community health outreach.
- Knowledge of relevant resources, such as city, county and state welfare and social services programs and agencies.
- Excellent communication skills, both written and verbal.
