The United States Space Force (USSF) at Patrick Space Force Base (FL) is searching for a Budget Analyst for the 45 CPTS/FMAB (NH-0560-03, GS12/13 equivalent).Description:Finance the World’s Premier Gateway to Space! Florida’s Space Coast offers beautiful beaches, world-wide attractions within 45 minutes, and home to SLD 45, which controls and operates Cape Canaveral Space Force Station (CCSFS) and the Eastern Range. The position serves as Senior Budget Analyst for the Operation and Maintenance appropriation in support of SLD 45 and CCSFS. Analyst performs budget formulation, execution, and analysis of various programs. We offer flexible work schedules and telework opportunities.Ideal Candidate:FM Level II Certification; O&M SME; Degree in a financial management or administration discipline highly desired; Secret clearance highly desired - Knowledge of the various USSF/USAF funding appropriations and the Major Range Test and Facility Base (MRTFB) regulations. Familiarity with DoD Planning, Programming, Budgeting, and Execution Process. Perform budget execution and manage approved budget authority/target. Monitor trends for obligations, commitments, expenditures, and collections. Analyze accounting records and recommends corrective actions. Identify use of funds and implement changes in program plans and funding. Provide advice, assistance, and guidance on budgeting and input to the implementation of budget processes, policies, and regulations. Provide status and the availability of funds monthly. Research and analyze trends in the cost of accomplishing work objectives and evaluate results for possible effect on program plans and funding. Encourage new ideas and innovations. Manage human, financial, and information resources strategically while building coalitions to achieve common goals. Communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. Perform budget formulation work into a consolidated budget request. Possess knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.Key Skills and Abilities:1. Professional knowledge of, and skill in applying the policies, precedents, goals, objectives, regulations and guidelines for financial oversight, budget formulation and execution.2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.3. Professional knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.4. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.5. Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers), mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.6. Skill in formulating, justifying, and/or executing assigned budgets/programs.7. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.8. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.9. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.Requirements:1. Must be a U.S Citizen.2. PCS/Relocation funding may be available.3. Must be able to obtain and maintain a Secret security clearance.4. Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.5. May be required travel away from the normal duty station on military or commercial aircraft.6. May be required to work overtime on an unscheduled or emergency basis.7. This position is eligible for telework 2-4 days a pay period.8. Position will close after 5 business days or 75 applications.9. This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
