Principal Project Manager - (STA015048) Principal Project ManagerOrganization: H0184 Facilities Planning & CnstrDescriptionProvides expertise and leadership in the planning, organization, and implementation of facility construction projects at University of Houston. Manages staff, standardizes project management processes and systems, and monitors day to day performance and progress of projects to ensure compliance with federal, state, local and university regulations, standards and guidelines.• Oversees Senior and/or Construction Project Managers or Inspectors in the development, management and execution of construction projects, including ensuring adherence to management processes and procedures for new construction, renovations, inspections, etc. Provides coaching and mentoring to departmental staff as needed.• Oversees the project management staff's leadership of the design team, contractors, consultants and University clients. Reviews and advises schematic design, design development and construction document drawings and specifications from concept to completion; recommends cost effective changes.• Works with senior leadership to establish goals and determine resource requirements; allocates resources and implements changes as needed to meet those goals.• Monitors and ensures adherence to Facilities Planning and Construction inspections and commissioning processes and policies as identified by contract requirements and industry best practices; ensures essential documentation is on file.• Guides and manages construction project teams through successful implementation process.• Identifies project delivery/control systems and applications to support continuous quality improvement. Develops, manages and otherwise maintains approved project delivery applications, including contractual agreements and updates.• Implements and monitors a contractual project quality control program through the use of standardized project management forms and available quality control tools.• Establishes and maintains Project Controls Standards to facilitate communications with the Operations & Maintenance groups and to improve our understanding and use of available systems across Plant Operations and Facilities Planning and Construction.• Oversees the key construction project aspects of scope, budget, schedule, quality control, quality assurance and contract compliance. Verifies that projects are progressing as planned in order to ensure completion is on schedule, within budget and in accordance with applicable quality standards.Oversees and provides guidance to project management personnel in the areas of contract compliance, financial strategies, and relationships for the assigned projects. In conjunction with Planning, coordinates approval procedures with the Board of Regents, Texas Higher Education Coordinating board, associated State agencies. Assists in the development and oversees the day-to-day management of project documentation, record keeping, financial and activity status reports. Ensure that the project documentation records are clear, organized, up-to-date, and stored properly. Liaisons with University stakeholders, end users and clients to ensure project coordination and communication is being managed effectively. Counsels and coaches project management personnel accordingly to correct or improve, ensuring that all considerations are covered in the execution of a construction project. Assists the Executive Director in the formulation, development and implementation of departmental policies and procedures, ensuring that project management personnel are performing consistently within the spirit of those requirements. Performs other duties as required.EEO/AAQualificationsBachelors and 7 years experienceRequires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience: Requires a minimum of seven (7) years of directly job-related experience. Ten or more years preferred.
