About the Position: You will perform as a Engineering Technician, responsible for application of practical engineering knowledge in performance of office engineering work. The work involves assisting with processing monthly and final contract payment estimates, reporting progress of overall construction, assist with processing construction submittals, assist with processing... modifications, and providing administrative, GPC, and logistical support to the Project, Resident, or Area Office.

Duties
• Perform construction contract administration duties including the coordination and processing of contract submittals, requests for information, pay requests, and contract modifications to ensure timely approvals.
• Perform construction contract setup of newly awarded contracts and regular internal audits or reports of Area/Resident office projects in RMS assuring data accuracy and quality to support Design Construction Evaluations Audits or other.
• Assist in implementing regulations and policies governing assigned activities, identifies applicability for office, and informs supervisor of necessary action to ensure compliance and implements required action.
• Perform occasional construction site visits to verify and investigate contract related matters to ensure full compliance with regulatory and federal laws.
• Serve as alternate hand receipt holder for assigned office property maintaining documentation and conducing annual property inventories.
• Manage office Government Purchase Card (GPC) for supplies and services and coordinates purchase actions with Contracting Division as needed.

• Incumbent is required to travel 5% of the time.

To qualify at the GS-06 grade level, you must have:
Specialized Experience: One year of specialized experience performing a variety of administration duties to include assisting with preparation of field office correspondence and contract documents; performing field duties to include processing contractor progress payment requests and submittals; and using programs to review and edit contract documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
To Qualify At The GS-07
Specialized Experience: One year of specialized experience which performing a variety of administration duties to include assisting with preparation of field office correspondence and contract documents; performing field duties to include processing contractor progress payment requests and submittals; and using programs to review and edit contract documents; maintaining electronic construction contract document files; using the automated systems to perform contract administration and financial management functions in full coordination with support offices and project engineers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

To Qualify At The GS-08
Specialized Experience: One year of specialized experience which includes processing monthly and final contract payment estimates, reporting progress of overall construction, processing construction submittals, processing modifications, and providing administrative, GPC, and logistical support to the Project, Resident, or Area Office; managing the office Government Purchase Card (GPC) for supplies and services and coordinates purchase actions with Contracting Division; performing internal audits on property, GOVs, and GPC including coordination with District/Division Logistics Office and budget analyst. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent:
Must have 52 weeks at the GS-05 for the GS-06 grade level
Must have 52 weeks at the GS-06 for the GS-07 grade level
Must have 52 weeks at the GS-07 for the GS-08 grade level
