Supervisory IT Specialist (Chief Technology Officer - CTO)Location: Washington DCPosition SummaryThe Chief Technology Officer (CTO) is the senior IT official responsible for all IT staff and IT systems, in the US Maritime Administration (MARAD) and U.S. Merchant Marines Academy. The Chief Technology Officer position is located in Washington DC and collaborates and receives guidance from the Office of Secretary, Office of Chief Information Officer (OCIO) related to cybersecurity, workforce, and IT modernization. The Maritime Administration is the agency within the U.S. Department of Transportation dealing with waterborne transportation. MARAD has a responsibility for Enterprise and Sector IT systems projects, operations, service management, and cybersecurity including sector cybersecurity. For more info click here: https://www.maritime.dot.gov/Essential Functions• all IT services and systems which includes planning, development, implementation, and operations and maintenance as a member of the IT leadership team.• direction in the technical areas of networking, data center, telecom, video teleconferencing, end-user applications both COTS and custom, desktops and disaster recovery. In addition, provide cyber security technology and initiatives support.• oversight and leadership of IT projects that enable program offices to successfully perform business functions and mission objectives. ]• IT systems and investments adhere to all relevant federal laws, regulations, standards, and DOT policies and guidance.• a strong collaboration with Dept of Transportation Office of the Chief Information Officer DOT OCIO, and other IT leaders within the department, and external partners to foster innovative technological solutions.• with DOT OCIO FITARA (Federal Information Technology Acquisition Reform Act) authorities and other Federal requirements including, but not limited to IT budget and IT spend plan processes.Preferred Experience• Technology officer or Technical Lead experience with enterprise level experience.• knowledge of IT processes and technology to clearly and effectively communicate with all levels of industry and government personnel (including Congress, agency heads, Secretarial officers, corporate CEOs/CIOs) on politically sensitive and technically complicated IT issues and to develop/implement requisite IT policies.• experience analyzing and formulating broad program, technical, and administrative policies and procedures needed for strategic planning, executing, and deploying various IT products and services.• experience developing strategic, long-range, and tactical plans to accomplish the mission, strategic goals, and corporate management strategies.• in complying with federal and Department wide policies and governance process including, but not limited to IT budget and IT spend plan processesSenior experience serving as a senior technical advisor and consultant to top agency management officials to advise on integrating IT programs with other programs of equivalent scope and difficulty.Please apply through the Supervisory IT Specialist (Infosec) GS-2210-15 job posting if you are interested in this opportunity.External Federal Information Technology Acquisition Reform Act (FITARA) documents can be found here: https://www.cio.gov/policies-and-priorities/FITARA/
