Utilities Manager - Military Housing Asset Management

Lendlease manages one of the largest portfolios as part of the US Department of Defense’s Military Housing Privatization Initiative (MHPI), a program that provides for the transfer of military housing assets to private sector companies. With over 40,000 residential units and more than 12,000 hotel rooms in its portfolio, Lendlease will finance, develop, build, renovate and operate these sites for at least 50 years. JOB SUMMARY:
In this role you will monitor and manage utility usage, along with oversee maintenance and upgrades of the infrastructure, for approximately 3600 homes in 5 residential communities located near Colorado Springs CO, Tucson AZ, Alamogordo NM, and Los Angeles CA. This role will travel approximately 30% of the time.
The Utilities Manager reports to the Project Director and provides technical support on utilities to the Project Company Operations. The Utilities Manager assists other business functional areas including Development, Construction, Asset and Property Management, Safety and Quality Control as they relate to utilities matters/issues/work. The Utilities Manager works with the LL Sustainability and Energy Development teams to achieve LL sustainability and energy initiative goals and objectives.
The Utilities Manager supports development tasks including due diligence efforts associated with condition assessments of existing systems, utility cost forecasts, providing technical support for operations and maintenance issues, and comprehensive services associated with proposal document preparation (e.g. MSA, PPAs, etc.). The Utilities Manager also provides technical support for utility meter installation, utility billings, utility rates, consumption negotiations and monitoring/annual reporting on energy and water usage. Additionally, the Utilities Manager is the primary point of contact for the Project Company with local utility providers as needed.
ESSENTIAL RESPONSIBILITIES:
The following is intended to describe the general nature and level of work anticipated to be performed. It is not an exhaustive list of all that may be required.
  • Evaluate and monitor project utility agreements (MSA, PPA, etc.) for compliance
  • Actively participate in the development of Municipal Services Agreements and other legal documents related to utilities and their expenses
  • Create, review and refine new project utilities budgets, and estimated expenses
  • Provide general support for Development and Asset Management needs related to Project Company utility matters including reporting for meetings and project reviews.
  • Responsible for utilities due diligence during the proposal stage, including the development of cost estimates for the pro forma and detailed reports
  • Assist Project Directors / Development Managers and Design and Technical Services team as needed to plan and coordinate utility strategies, meter purchases, problem solving, and smart home design
  • Develop and, in coordination with project Director of Facilities, manage utility infrastructure preventative maintenance programs as required
  • Lead the work of Development and Asset Management teams in negotiating utility and telecommunications agreements or contracts for the benefit of project company
  • Assist with Sustainability/Energy Conservation initiatives as they relate to utilities, providing more efficient methods for building energy efficient homes without increasing the cost of construction
  • Primary point of contact for providing historical energy consumption and utility billing data to establish baselines for energy development initiatives and monitoring energy agreement performance.
  • Manage getting data on energy, water, waste and other required metrics into Footprint on a monthly/quarterly basis and assisting with QAQC on all data entered.
  • Participate in and spearhead creation of annual Sustainability Action Plan, which will include elements related to energy efficiency and energy initiatives, water conservation initiatives, and other environmental and social sustainability initiatives.
MINIMUM REQUIREMENTS:
  • Skilled in utility management for residential communities.
  • Solid technical knowledge of residential utilities: water, wastewater, electrical, and gas infrastructures with the ability to plan out maintenance and upgrade projects with utility providers.
  • Possess excellent verbal and written communication skills with the ability to coordinate professionals from different disciplines.
  • Fully proficient in Microsoft Excel with the ability to use tools and formulas to analyze sizeable data sets to spot issues and trends. Proficiency in Microsoft Project is a plus.
  • Bachelor’s degree in engineering, business, or related field; or equivalent work experience.
  • Able to travel at least a third of the time during the week.
