This is a hybrid position working from either our Belcamp, MD location three days per week onsite and two days remotely or our Fullerton, CA location 3 days per week and two days remotely.


Job Description:

As a direct report to NTS Technical Systems’ CEO, the Vice President (VP) of Human Resources (HR) will have the principal responsibility for the development and execution of talent management strategies in support of the company’s overall vision, mission, and business objectives. The Vice President will lead a team of HR professionals responsible for ensuring all functional areas of HR are executed in a manner that promotes employee engagement and the retention of talent at all levels of the organization. The VP, HR, will also champion the development and sustainment of a workplace culture centered on the company’s core values inclusive of the adherence to the highest standard of ethics in creating a best-in-class employee experience.

Core Duties and Responsibilities:

  • Collaborate with executive leadership including the CEO to develop the organization’s long-term mission and goals and identify ways to support this mission through effective talent management strategies and practices.
  • Partner with the CEO and other executive leadership to recruit, select and hire key leadership talent to build high performing teams across the organization.
  • Identify key metrics for the organization’s human resource and talent management functions; establish targets for these metrics and provide regular support and reporting to gauge progress.
  • Develop and champion the company’s strategy and objectives for Diversity, Equity, and Inclusion
  • Partner with other executive leadership to ensure critical internal communication is delivered to employees through effective use of the company intranet, employee memorandums, all-hands meetings and other internal communication forums
  • Research, develop and implement market-competitive compensation, benefits, performance management, and employee incentive programs.
  • Develop and implement an effective learning and development strategy that builds the capability of employees at all levels of the organization through effective training and development programs.
  • Provide guidance, management and leadership to the human resources team and assist with resolution of employee relations, compensation, benefits and other general HR questions, concerns, and issues.
  • Maintains knowledge of laws, regulations, and other applicable workplace practices to ensure all HR programs are legally compliant with applicable state and federal laws
  • Ensure all relevant policies and procedures are regularly updated in the company’s Employee Handbook and accessible to employees in multiple internal communication forums including the company intranet.
  • Ensure that all required training and compliance programs are delivered to employees through an effective learning management system with applicable tracking and record keeping.
  • Manage employee relations matters to equitable resolution
  • Develop, implement, and manage the overall budget for the human resource department.
  • Participate in professional development and networking conferences and events.
  • Recruit, interview, hire, and train management-level HR staff.

Required Skills/Abilities:

  • Excellent verbal and written communication skills.
  • Excellent interpersonal and employee relations skills.
  • Strong leadership and management skills including focused attention to required level of detail.
  • Strong analytical and problem-solving skills.
  • Well-rounded knowledge and expertise in all functional areas of Human Resources
  • Thorough knowledge of employment-related laws and regulations.
  • Knowledge of and experience with varied human resource information systems.
  • General business acumen and capability in financial and operational areas of business

Desired Education and Experience:

  • Bachelor’s degree in human resources, Business Administration, or related field required; Masters degree highly preferred.
  • At least ten years of human resource management experience required, with strategic, talent management, experience highly preferred.
  • SHRM-CP or SHRM-SCP strongly preferred.
