DescriptionThe Aging and Long-Term Support Administration (ALTSA) and Home and Community Services (HCS) have an exciting opportunity for a Regional Financial Program Manager. In this role, you will provide leadership and direction to the financial staff in Region 3, ensuring excellence and compliance in all financial operations, setting performance expectations, recruiting, training, mentoring & coaching, evaluating, and initiating corrective actions as needed. You will directly supervise at least seven Public Benefits Specialist Supervisors.Some Of What You Will Be Doing• Ensure staff are trained in all regional programs and that statewide policies are followed.• Develop and implement regional operating procedures and provide training and policy clarification.• Independently manage, direct, operate, and implement statewide policies and procedures.• Resolve complex issues that have a broad impact and may involve conflicting rules and regulations, a range of possible solutions, or other elements that contribute to complexity.• Act as a liaison between local, regional, and headquarters staff, and between the region and external stakeholders, including community partners and other state agencies.• Manage and implement the Long-Term Care Medicaid program, including adherence to regulations and procedures.• Set expectations for job performance, recruitment, hiring, and retention of staff for positions as they become vacant.• Provide training, coaching, and evaluation, and initiate corrective/disciplinary action, when necessary, which includes conducting formal investigations.• Coordinate activities for Region 3 supervisors to maintain consistency and training, information dissemination, and policy within the entire region.• Train supervisors in current policies and procedures. Prepare and conduct performance evaluations timely in accordance with personnel policies.• Attend local and regional union-management meetings for the Washington Federation of State Employees (WFSE) and Service Employees International Union (SEIU) and chair in the absence of the regional administrator.• Oversee the financial section administrative hearing process.• Review and act as appropriate on requests for exceptions to rule for financial clients and hardship waivers submitted by clients, representatives, attorneys, guardians, etc.• Responsible for the planning, development, and implementation of the Long-Term Care Medicaid program, including implementation of regional operating procedures, Washington Administrative Code (WAC), Revised Code of Washington (RCW’s), and Long-Term Care Program manual.• Attend local regional and statewide meetings, regional workgroup meetings, training, and workshops. Review and comment on draft WACs, policies and procedures, management bulletins, and manual revisions.If you are a proactive leader skilled in supervising and developing high-performing teams, thrive in working with laws, rules, and policies, possess strong verbal and written communication skills, and have a passion for making a significant community impact while mentoring a dedicated team and foster a positive, inclusive, and customer-focused environment, we encourage you to apply.Who should apply?• A master's degree** in Business Administration, Public Administration, Social Services, or allied fields AND four years of professional experience in planning, administering, or developing social and health services programs; OR A bachelor's degree** in Business Administration, Public Administration, Social Services, or allied fields AND five years of experience of professional experience in planning, administering, or developing social and health services programs;• Note: Equivalent education or experience, including public or private sector business management experience, may substitute year for year for formal educationAND• Must be able to effectively lead, direct, and manage many staff, including first-line supervisors in a very diverse setting within a large geographic area.• Must be able to interpret and implement complex laws, regulations, and procedures.• Complete knowledge, understanding, and experience are required in all aspects of financial eligibility, as well as all programs administered by the Aging and Long-Term Support Administration.• Must be an effective manager of first-line supervisors and professional staff with the knowledge to effectively plan for program implementation, manage programs, and use of the automated client eligibility system (ACES).• Must know about guardianship regulation and legal processes, duties, and responsibilities in Washington State.Desired knowledge, skills, and abilities:• Knowledge of and skills to interpret existing state and federal statutes and regulations about Home and Community Services financial programs; the ability to interpret those statutes and regulations into policies and procedures; to clearly, concisely, and timely communicate such to staff.• Knowledge of the financial eligibility processes and general knowledge of due process.• Knowledge of all programs administered by the Aging and Long-Term Support Administration (ALTSA).• Knowledge of the methods and techniques of policy development and management, including principles and practices of program planning and evaluation.Interested?
