What You Will Do
Serving as LANL's primary interface with internal and external customers on Work Planning and Control (WPC), you will be an integral member of the Deputy Laboratory Directorate for Mission Operations management team to formulate and execute high level goal setting and strategic planning. This position provides leadership, vision, and strategic and tactical planning for institutionalization, operationalizing, management, and execution of the WPC program. Specific areas include

Act as an ambassador for Integrated Safety Management (ISM)/Integrated Safeguards and Security Management (ISSM), environmental compliance, and quality and ensure integration of the guiding principles of ISM/ISSM, environmental compliance, and quality are clearly articulated, demonstrated, and evaluated in the WPC policies, procedures, processes, tools, communications, and metrics.

Ensure Safe Conduct of Research (SCoR) principles are integrated with work planning and performance processes in all WPC program elements.

Implement WPC Program at LANL- Establish the most efficient, effective and appropriate (from the customer's view) means of implementing and updating requirements in partnership with appropriate stakeholders.

Identify and document LANL operating requirements and translate them into efficient and effective WPC implementations; manage WPC program performance to provide confidence that the minimum requirements to meet regulatory and business objectives are being met; and maintain relationships with WPC Steering Committee, Process Stakeholders at LANL, NA-LA, DOE headquarters, and other regulators.

Manage WPC Requirements: Monitor, analyze, and maintain assigned requirements and verify that they are current and consistent with work that is being planned/conducted at LANL.

Act as Institutional WPC Program and Product Owner:
-
Owns the WPC process for production, research, and operations activities. Sets the standards for consistent implementation of ISM/ISSM processes across LANL for hazardous activities.

Owns the governance processes for making changes to WPC (Policies, Processes, and WPC@LANL functionality, Hazard Content, Assessment Content).
-
Works with Mission Assurance to update iSoMS (management systems) policies/processes, training, deliverables, etc., as applicable to WPC.
-
Works with system of records owners (e.g., Utrain, Cority, HR, Archibus, ChemDB, iLink, IRT/PRID) as applicable to address changes in these systems or when WPC@LANL needs to interface with these systems to access required data.

Owns the WPC program management tool (WPC@LANL).

Facilitates authorization and funding for the WPC Project, WPC related Organizational Change Management (OCM), communication, and marketing requests.

Helps with effective product backlog management

Supports the Organizational Change Management lead in reinforcing change management and change management communication/engagement efforts (campaigns) throughout the life of the WPC Project and WPC program.

Leads the development of institutional WPC training for WPC process participants and collaborators commensurate with their WPC R2A2.

Engage end users, SMEs, and managers of the WPC processes and tools to ensure that the systems enable mission execution and integrates across institutional, organization, and functional requirements.

Serve as a key advisor to Directorate and Laboratory senior management on broad issues of WPC. Conduct frequent interactions across organizational lines to gain concurrence/acceptance on complex issues affecting all areas of the Laboratory.

Lead WPC Program Improvement: Identify and act on improvements (i.e., fixes, corrections, new/updated requirements, and desired upgrades) needed to strengthen program performance, enable compliance, and/or manage risks in partnership with stakeholders that ultimately deliver to staff.

Use independent judgment to identify potential risks and develop risk mitigation strategies, risk avoidance/acceptance strategies at an organizational and institutional level.
What You Need
Minimum Job Requirements:

Expert-level knowledge of and demonstrated consultative experience in all aspects of WPC including program development and implementation in highly complex work environments.
-
Expert-level knowledge and experience with ISM and ISSM.
-
Expert experience developing, implementing, and managing complex technical programs associated with safety and/or security, including defining program vision, scope, resources, priorities, performance milestones.

Expert-level experience in executing work planning and control in the Department of Energy work environment.
-
Expert-level knowledge and demonstrated experience building interdisciplinary teams to meet common goals and outcomes.
-
Experience developing and implementing institutional functional programs.
-
Experience developing, nurturing effective high-level external and internal customer relationships.
-
Experience interacting effectively with all levels of internal and external customers/stakeholders; building trust, gaining consensus, achieving desired outcomes, and resolving conflict.

Excellent oral and written communication and presentation skills.

Education/Experience:
Position requires a Bachelor's Degree from an accredited institution and 15 years of directly related technical and project/program management experience; or, an equivalent combination of education and experience directly related to the occupation. Position typically requires an advanced technical degree.

Location: This position will be located in Los Alamos, NM.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
- Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.
