By 2030, more than half of the world’s extreme poor will live incountries characterized by fragility, conflict, and violence (FCV). Preventingand mitigating FCV challenges is key to making progress toward the SustainableDevelopment Goals (SDGs) and to the international community’s broader effortsto promote peace and prosperity. The global fragility landscape has worsenedsignificantly in recent years, impacting both low and middle-income countries.Violent conflicts have increased to the highest levels observed over the pastthree decades.Theworld is also facing the largest forced displacement crisis ever recorded.Rising inequality, lack of opportunity, discrimination, and exclusion arefueling grievances and perceptions of injustice. Climate change, demographicchange, migration, technological transformations, illicit financial flows, andviolent extremism are often interconnected, posing risks that transcendborders. Many countries also suffer from chronically poor governance. Thesefactors can increase vulnerability to shocks and crises and can create regionaland global spillovers. They could cause devastating impacts, especially forwomen, children, youth and people with disabilities, that could be felt forgenerations. Without swift and effective action, FCV risks could both erode gainsmade in the fight against poverty and undermine the prospects for furtherprogress. Faced with these dynamics, the World Bank Group (WBG) has beenchanging the way it works in FCV settings.TheFCV Group plays a critical part in WBG’s response. The FCV Group enhances WBGsupport in FCV-affected countries through development of innovative practicesand strengthening institutional expertise and capacities. The FCV Group hasfive key functions: 1) build global leadership; 2) develop and disseminateknowledge on FCV; 3) support the implementation of the FCV strategy and monitorresults; 4) advise on design and delivery; and 5) coordinate resources andpolicy. The FCV Group is led by a Director and is comprised of approximately 50staff distributed across two separate units. This position will report tothe Director, GTFDR.Partnerships arecentral to the World Bank’s evolution and the FCV agenda. Partnerships in andon FCV have been significantly scaled up over the past years and have beenessential to the World Bank’s ability to engage and deliver in and on FCV. TheWorld Bank brings to the table its convening power, country-level presence,multisectoral expertise, lending capacity, analytical work, and a strong voicein policy dialogue with authorities. Within their respective roles,responsibilities and mandates, partners bring complementary policy andstakeholder perspectives and instruments, as well as convening power and goodoffices at all levels. Partnerships also provide data, knowledge, and expertisenot available within the World Bank, as well as operational, logistical, andfinancial support.Duties and AccountabilitiesGuided by the One WBG Partnership Charter, the PartnershipSpecialist’s primary responsibility will be to provide quality support to theFCV Group’s partnership team in the development and implementation of the FCVGroup’s partnership work plan in accordance with the FCV Partnership ApproachPaper. The incumbent will contribute substantively to enhance and developpartnerships with multilateral, bilateral and private sector actors including theUN, EU, bilaterals, humanitarian actors, and CSOs on fragility, conflict,violence, identifying entry points to deepen joint activities, engagement, andcomplementarities on the FCV agenda. The incumbent will work closely with theFCV Director’s Front Office under the supervision of the Sr. Partnerships Specialist.The incumbent will assist the FCV Group’s work on operational adaptability inFCV settings.Scope of workThe Partnership Specialist willhave responsibilities that include, but are not limited to:- Strategic Partnerships: Contribute to the development of the WBG’s FCV Strategy for 2025-2030 on partnerships in addition to the FCV Group’s strategic partnership plans and the ongoing work program. Support the FCV Group’s partnerships team to identify and engage counterparts and partners and contribute to the update of a comprehensive engagement plan for the FCV Group’s identified partners.- Stakeholder Mapping and Engagement: Provide support to FCV Group’s partnership team to develop prioritized engagement strategies for key partners and donors, including stakeholder/partner mapping, priority analysis, and developing work plans to reach partnership targets.- Relationship building and management: Contribute to ensuring open and effective channels and relationships with key partners and donors. Explore new partnerships including with non-traditional partners such as private foundations and diaspora. Coordinating and convening events with key partners across FCV themes.- Briefings and Analysis: Provide support to the FCV Group Front Office in monitoring, reviewing, summarizing and sharing key developments relevant for the FCV Group as it relates to partnerships on the FCV agenda. Support the FCV Group with briefings for the FCV Director and WBG senior management as it relates to partnerships on the FCV agenda.- Risk Management: Providing strategic and timely advice on high-profile or sensitive internal or external partner issues, including potential reputational risk issues, and keeping abreast of relevant developments in the regional FCV arena. The incumbent may be assigned other tasks and deliverables as deemed appropriate by the Sr. Partnerships Specialist and the FCV Group Director.Selection CriteriaIn addition to WBG-wide corecompetencies, the successful candidate will have the following qualifications,experience, skills, and personal attributes:• Master’s degree in a relevant discipline with at least 5 years of working experience preferably also from World Bank operations.• Familiarity with World Bank’s organizational structure and operations, including strategic goals and operational modalities at corporate, regional, and country level; and experience working with bilateral donors and multilateral partners.• Good knowledge and experience in international affairs and FCV issues, as well as the dynamics and role of partnerships for peace and state-building; an excellent understanding of Africa’s development, security context, and key development partner strategies, priorities, and structures.• Proven ability to think strategically and connect the dots easily across a range of topics to develop a broader coherent and practical approach to partnerships.• Excellent written and verbal communication skills including the ability to write and edit complex products for purposeful structure, clarity of ideas, and logical, persuasive presentation.• Demonstrated ability and the necessary personal organizational skills to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, and achieve agreed-upon results.• Sound judgment and strong team orientation, with the ability to work harmoniously and effectively with diverse set of clients and colleagues; strong diplomatic and interpersonal skills; high political acumen, including problem-solving skills; ability to represent the World Bank in high profile networks.• Maintains an in-depth understanding of the long-term implications of decisions both for related areas within the FCV Group and the Bank and relevant partners.Thisinternal requisition is open to WBG and IMF staff only (including short-termand extended term consultants/ temporaries).
