Chief Non-Profit Officer, Finance Administration and Planning

The Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding, and technical capacity to deliver critical services effectively and meet DOHMH's objectives. The New York City Department of Health and Mental Hygiene contracts with hundreds of not-for-profit organizations to implement public health services across New York City. To support these important partners, the New York City Department of Health and Mental Hygiene is seeking a Chief Non-Profit Officer to serve as a central liaison for not-for-profit organizations holding contracts with the Department.

The Chief Non-Profit Officer will report to the Deputy Commissioner for Finance/Chief Financial Officer, and will work across the Division of Finance, programmatic divisions, and agency senior leadership to promote efficiency, equity, and best practices for contracting and payment operations. The Chief Non-Profit Officer will serve as the primary point of contact within the agency for contracted not-for-profit organizations and will be responsible for troubleshooting contract and invoicing/payment issues. The ideal candidate will exercise independent judgement and problem-solving skills, be adept at navigating complex bureaucratic processes, understand community-based services and equity-oriented programs, and have strong knowledge of NYC procurement and payment systems and processes.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Serve as the primary point of contact for all nonprofits, responding promptly to their concerns and providing guidance on navigating City systems.
- Help reduce bureaucratic barriers that impact procurement and payment processes, ensuring compliance with directives to improve nonprofit operations and more timely and effective service delivery to communities across NYC.
- Provide strategic problem-solving support for nonprofit issues affecting service delivery.
- Identify and promote best practices and strategies to improve efficiency and equity in contracting and invoicing/payment processes.
- Communicate with DOHMH and provider staff related to contract and invoicing rules, regulations, policies, procedures, and best practices, as well as changes in procurement policies, procedures, rules, and regulations.
- Embody and model DOHMH priorities including our focus on health equity and our culture of diversity and inclusion when communicating with provider staff
- Identify gaps and challenges in DOHMH and provider staff contract and payment knowledge or capacity and implement trainings or other information-sharing as necessary.
- Troubleshoot specific contract/invoice issues by working closely with Finance, OGC and program areas.
- Work across teams and units, solve problems, and act decisively on behalf of the nonprofit sector. Coordinate across the Division of Finance, OGC and program areas.
- Work with master contractor organizations, such as the Fund for Public Health NYC and Public Health Solutions, to address contract/invoice issues and improve efficiency in the agency's administrative coordination with these organizations.
- Assist with provider compliance-related needs
- Coordinate with the Mayor's Office of Non-Profit Services (MONS) Mayor's Office of Contract Services (MOCS), Office of Management and Budget (OMB), and other oversight agencies to address issues, share data, and streamline processes.
- Work with representative offices to develop training and standard operating procedures concerning emerging issues within the entire contract lifecycle.
- Represent the agency on taskforces related to the procurement, contracting, and payment processes, as assigned.

- Strong interpersonal and communication skills, to develop effective working relationships with partner organizations, agency leadership, agency staff, and oversight agencies.
- Knowledge of NYC contract and payment processes, including oversight processes, and relevant systems.
- Problem solving, analytical, and research skills.
- Ability to develop clear and concise reporting of data for agency leadership and external audiences.
- Experience implementing programs or partnering with community-based organizations in NYC
- Passion for public health and advancing health equity.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
