Job Summary: On behalf of The Bureau of Finance, Administration, and Services (BFAS), the Contract Research Manager will assume quantitative research oversight for conducting fiscal and budget analyses to support and advance the Center for Community Health and Wellness’ (CHECW) public health outreach efforts impacting underserved members of the NYC community. In addition, the Contract Research Manager will act as the lead fiscal analyst and subject matter expert on public health financing by analyzing the efficiency of procuring goods, services, and the analytic review of contracts with CHECW’s external partners. The primary objective of CHECW’s Fiscal Analysis and Program Evaluation research serves to expand capacity for the provision of public health and social services, foster the expansion of community collaboration, and assess the fiscal sustainability and efficiency of community outreach programs tailored to reducing health disparities across the five boroughs of NYC. As a seasoned fiscal analyst, the Contract Research Manager will provide economic guidance and fiscal expertise on the health and economic consequences of CHECW’s contract and grant development programs, as well as the financial impact of public-health data driven work with a targeted focus on improving health outcomes through public health education and disease prevention. With wide latitude for the exercise of independent judgment and autonomy, the Contract Research Manager will engage in the following duties and responsibilities:
- Lead financial and policy research to improve contract efficiency and provide customer service support.
- Assume responsibility for all assigned CHECW contracts in a fast-paced office that includes researching procurement and contracting actions and grant-related funding contracts; editing, fact-checking, proofreading, reviewing
- Designed data-driven contract reports to support high-level decision-making.
- Works in partnership with bureau leadership to develop and lead tracking and management of strategic plannings goal setting for CHECW
- Analyze and provide information on vendors past performance and financial status as well as other factors which might affect the delivery of contract services
- Analyze and review grant documentation, including grant budgets, proposals, and reports to ensure compliance with contracts and grant protocols.
- Prepare fiscal analysis reports, make recommendations to supervisor concerning provision of additional funding or defunding of existing programs procurement documents and contracts.
- Conduct analyses of contracts data and prepares for procurement methods based on the contracts, data, and summary/project reports.
- Serve as a centralized divisional level liaison by establishing collaborative partnerships with bureaus and Agency Chief Contracting Officer (ACCO) along with other internal and external entities for assigned contracts including City Council Discretionary awards and MWBE Procurement Methods.
- Prepare and submit scope and budget to initiate contract actions and other related documents.
- Ensure compliance with programs to ensure all contract reporting requirements are being fulfilled in a satisfactory manner including visits with the contractor to assess

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
