HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD).
Your Impact:
Under the general direction of the Director of the Contract Unit, and/or the supervisor within that unit, within the Emergency Operations and Enhanced Enforcement Division (EOD), the successful candidate will exercise independent initiative and judgment performing various tasks involved in the preparation, solicitation, award, registration, renewal & modification of construction and services Contracts necessary for HPD to implement its community development programs. All work is performed in accordance with agency, city, state and federal requirements and procedures including those of the Procurement Policy Board and the Mayor's Office of Contracts.
Your Role:
As a Community Associate in the Emergency Operations and Enhanced Enforcement Division (EOD), the selected candidate will be responsible for but not limited to the following
Your Responsibilities:
- Manage a portfolio of contract actions, multi-tasking to keep them all moving along.
- Utilize PASSPort and FMS information systems, as well as various web-based resources, to retrieve data and to enter contract actions for subsequent registration
- Prepare letters and memoranda, forms, and submission packages.
- Serve as the point of contact for vendors being considered for contract award or renewal, or whose contract is being amended or modified
- Request, receive and evaluate information and documents required for the contract action. Address inconsistencies and errors directly and escalate their handling when necessary
- Assist with special projects as required.
Preferred Skills
- Processing procurements to registration, including processing requisitions (RQCts) and contracts (CT1s).
- Determining a vendor's responsibility utilizing PASSPort and other data sources.
- Proficient with PC software applications such as Microsoft Excel and Word.
- Possess good verbal communication skills.
- Ability to work both independently and as part of a team.
- Experience evaluating insurance documents.

1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.
