Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $110,000.00-$120,000.00.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES (NON MGRL).

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families.

DYFJ is seeking a candidate to serve as the Close to Home (CTH) Executive Director of Placement and Permanency. This position is an integral member of the leadership team for ACS, one of the country’s premier children’s services agencies dedicated to strengthening NYC’s families and their 1.8 million children. Reporting directly to the Assistant Commissioner, the Executive Director will oversee the Close to Home Placement and Permanency staff that provides overarching case management and support to Close to Home youth both in placement and on aftercare. The Placement and Permanency unit is directly responsible to ensuring that youth’s needs are being addressed in order to improve and reduce recidivism as well as assessing public safety. Directly related to improving health and safety.

The selected candidate will be responsible for performing the following duties, but not limited to:

- Supervise, manage and oversee the Placement and Permanency unit along with case management for youth in Close to Home

- Promote team building and skill development among Placement and Permanency staff

- Identify operational issues and concerns that impact youth across Close to Home through the development of relevant protocols and procedures

- Develop and implement systems that monitor the delivery of services and case management processes

- Ensure that Placement and Permanency staff serves as a resource to provider staff in the planning and service delivery for Close to Home youth

- Ensure families are supported and youth are connected to community supports

- Effectively use data, technology research and evidenced based interventions to inform case management practice and efficiently meets the needs of the program

- Align Placement and Permanency with Close to Home Field Operations and Office of Planning, Policy and Performance (OPPM) and provide overall support for DYFJ Close to Home Leadership

- Work closely with the Assistant Commissioner to set division and program policies and procedures

- Work with provider agencies to ensure services are delivered appropriately and assist to develop corrective action plans for provider agencies whose performance is less than satisfactory

- Monitor compliance with all relevant federal, state and city child welfare guidelines

- Oversee programmatic adherence to established DYFJ/juvenile justice methodologies and standards

- Maintain cooperative relationships with community groups, public and private agencies, and contracted providers

- Conduct visits to Facilities and build alliance with staff and CTH youths in placement

- Conduct Management Meetings and invites other CTH stakeholders to provide updates of programmatic present/future endeavors

- Collaborate and work cohesively with the Incident Review Team and DPPM on Critical Incident Reporting

- Provide on-call coverage at all times and assist with triaging CTH youths' critical incidents (i.e. contacts hospitals and provides updates to stakeholders on youths' medical disposition and progress)

- Collaborate with the Cure Violence team and attend monthly calls with Crisis Management System Provider Contacts to ensure referrals are being made

- Develop memos, policies and procedures for CTH guidelines which are reviewed by the Assistant Commissioner for approval and finalization

- Consistently assesses the effectiveness of the CTH continuum to determine if the work satisfies the given programmatic standards

- Review and critique Release for Proposals (RFP’s) for Foster Care and Preventive Services

- Review cases in CNNX to determine safety and risks are being addressed to ensure that Directors are capturing all incidents/nuances of the case that requires further follow-up for continuity

- Gather and collect data from CNNX and discuss outcomes in bi-weekly meetings

- Ensure that JJIS is up-to-date and reviews Youth Roster Report by comparing to CTH Daily Census/Roster Reports from MCCU

- Manage quality assurance/compliance of all cases and review outcomes with Directors by using best practice approaches

- Pull and monitor data which is developed on a spreadsheet to ensure appropriate service delivery is being implemented.

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
