The Division of Sidewalk & Inspection Management (SIM) is responsible for maintaining the city's 12,760 miles of sidewalks and approximately 162,000 pedestrian ramps. SIM is tasked with sustaining a comprehensive inspection, pedestrian ramp and sidewalk program that ensures accessibility of pedestrian ramps, streets, and sidewalks.
The Division of SIM is seeking to hire an experienced, highly organized, analytical, detail-oriented, self-starter, with a strong technical background and excellent communication skills to join our team. Under the direction of the Division's Director of Compliance, the selected candidate will help implement and maintain compliance with a wide range of Federal, State and Local environmental compliance regulations that apply to SIM facilities and operations. Suitable candidates must demonstrate competency with the regulatory requirements relating to CWA, CAA, RCRA, CERCLA, and, where applicable, the equivalent NYS DEC regulatory requirements. The selected candidate will work closely with DOT’s Office of Environmental Compliance Assessment.
The selected candidate will be expected to divide their time equally on the following types of assignments:
1) Conduct facility and field assessments/follow-up related to the following programmatic areas:
- solid and hazardous waste management;
- stormwater management;
- bulk storage; and
- spill prevention.
2) Coordinate and conduct field oversight of spill response, as needed.
3) Maintain applicable permit compliance and prepare annual regulatory reports.
4) Identify personnel that need training and coordinate.
The candidate must be able to identify regulatory compliance issues and evaluate corrective actions that can be effectively and efficiently implemented by SIM including coordination with relevant work units and follow-up.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
