Proposal Manager - Federal Division

Overview

We are seeking a highly skilled and motivated Proposal Lead to drive proposal activities and support sales deliverables within our Federal Division. This role demands excellence in managing multiple priorities, collaborating with stakeholders, and delivering high-quality proposals across various time zones. Responsibilities

  • Lead and drive proposal activities, including presell activities, qualification packages, proposals, and presentations
  • Manage and prioritize multiple deliverables simultaneously, ensuring timely and high-quality submissions
  • Collaborate with stakeholders and subject matter experts throughout the proposal development process
  • Provide strategic leadership to ensure proposals are compelling and offer the best value to clients
  • Write and refine proposal sections, incorporating win themes, differentiators, and project experience
  • Conduct thorough quality control reviews to ensure accuracy and compliance

Qualifications

Qualifications:

  • Bachelor’s degree in business, marketing, or a related field
  • 7-10 years of relevant experience in the AEC industry or an equivalent combination of education and experience
  • Strategic and technical content writing experience is a must
  • Experience with all aspects of federal proposal sales deliverables preparation, development, and production
  • Demonstrated experience leading multiple simultaneous deliverables, including standalone contracts, Task Orders, and IDIQs
  • Advanced level skills in Microsoft Office and MS Teams are required
  • Proficiency in Adobe InDesign desired

Skills and Competencies:

  • Proficient in the use of procurement websites for U.S. government clients (i.e., ProjNet, PIEE, DoDSAFE, CPARS, SAM.gov)
  • Advanced knowledge of relevant industry procurement processes, regulations and best practices (i.e., Federal Acquisition Regulation (FAR), especially common FAR clauses that affect the evaluation of proposals.)
  • Communicate and work effectively in a virtual team environment to lead pursuits from a variety of markets across time zones requiring flexible work styles - supporting others, coordinating, and working independently
  • Ability to foster a collaborative team working environment with strong interpersonal skills and a solutions-orientated approach
  • Strong abilities in ensuring proposals and other submittals are fully compliant with all aspects of RFP/Q technical, contractual, and pricing requirements
  • Prioritize and manage time effectively to manage multiple ongoing responsibilities

 

Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.    For Sacramento, Los Angeles and Concord, this ranges from $135,700.00-$186,500.00 plus benefits and retirement program.For San Jose, this ranges from $142,300.00-$195,700.00 plus benefits and retirement program
