Safety Officer

Phasor Engineering is seeking a dedicated and experienced Safety Officer/Advisor to join our team and help drive a culture of safety excellence. In this role, you will play a key part in ensuring the health, safety, and well-being of our workforce by implementing and overseeing Phasor Engineering and Quanta Services safety programs, supporting compliance with all regulatory and company standards across Canada and the United States, and assisting the HR Team in a multitude of fashions. The ideal candidate is proactive, detail-oriented, and passionate about creating safe work environments, with a strong ability to communicate and collaborate across teams to achieve safety objectives. Roles and Responsibilities:

HSE Documentation

  • Review and make suggestions to update HSE policies, procedures, practices, protocols etc. as required
  • Develop and roll-out safety initiatives as needed
  • Maintain knowledge of all applicable OHS, OSHA, CSA, ANSI standards and administrative practices

Incident Management and Employee Rehabilitation

  • Collaborate with site personnel on initiating, developing and closing incident investigations and reports
  • Assist injured workers in establishing modified duties and administer the return-to-work policy
  • Work closely with Human Resources and operational leaders to manage and reduce workplace injury/disability claims.
  • Immediately report any unsafe acts, conditions or accidents to management
  • Review incident statistics and implement corrective actions as required in collaboration with site personnel
  • Assist with management of all data associated with incident reporting and field audits through identifying emerging trends or risks
  • Identify improvement opportunities by monitoring workplace injuries and incidents and developing action plans

Project Planning & Maintenance

  • Participate in pre-job hazard assessments with the Business Unit and develop HSE documents including but not limited to; Project Safety and Security Plan (PSSP), Project Safety Analysis (PSA), Job Safety Analysis (JSA) as required
  • Participate in regular, daily toolbox meetings, weekly safety meetings, site inspections, FLRA review and other site activities
  • Monitor and ensure the completion of daily/weekly/monthly inspections and assessments
  • In collaboration with site personnel develop site specific safe work procedures/practices/policies as required

Training / Employee Development

  • Conduct employee orientation as required
  • Conduct or assign required trainings to all employee levels.
  • Maintain worker safety training records and organize training as required
  • Review and implement training requirements according to Phasor Engineering and local jurisdiction requirements

Corporate Oversight and Compliance

  • Participate in conducting compliance audits, including but not limited to the annual COR Audit
  • Participate in managing the company HSE statistics
  • Maintain confidentiality in dealing with employee records and business information
  • Ensure compliance to laws and regulations at Federal, Provincial and Municipal as well as Corporate levels
  • Support in maintaining ISNetworld, Avetta and other HSE data base requirements

Leadership

  • Establish and maintain strong collaborative relationships with senior management, business units, business partners, other safety personnel and key stakeholders to achieve established goals
  • Communicate effectively and champion engagement in the area of HSE to lead efforts in creating a world class HSE culture
  • Participate in the development and implementation of safety improvement initiatives with management, the Projects Management Team, and Field Staff
  • Promote adherence to the safety management system
  • Participate in the Joint Occupational Health and Safety Committee as required

Fleet Coordination and Equipment Management

  • Dealing with all of our Fleet requirements
  • Equipment management including the maintenance and or purchasing of new trucks and equipment

Required Experience

  • National Construction Safety Officer (NCSO) is required
  • Experience in a Health and Safety role, usually evidenced by 5 years of experience
  • Experience working in the utility industry is preferred
  • Experienced in both Canadian and United States OSHA acts, codes, and regulations preferred
  • Experience in client compliance websites (ISNetworld, Avetta, ComplyWorks, etc.)
