Role Overview

The Head of Card Issuing will lead the strategic development, implementation, and management of the company’s credit and debit card issuance program. This role involves overseeing product development, compliance, risk management, partnerships, and operational execution to ensure a seamless and competitive card offering. The ideal candidate will have deep expertise in card issuing, payments technology, regulatory frameworks, and financial operations.

Your Mission:

  • Strategic Leadership. Define and execute the company’s strategy for launching and scaling a successful card-issuing business.

  • Product Roadmap Development. Develop a roadmap for card products, ensuring alignment with customer needs and business objectives.

  • Cross-Functional Team Leadership. Mentor product, technology, risk, compliance, operations, and marketing teams to drive the card program’s success.

  • P&L Management. Own the financial performance of the card-issuing business, setting targets, and ensuring revenue growth.

  • Product Development & Execution. Oversee the end-to-end design and implementation of card-issuing products.

  • Partnership Management. Select and manage key partners to successfully launch and scale card-issuing initiatives.

  • Network & Regulatory Relations. Establish and manage relationships with payment networks (Visa, Mastercard, etc.) and regulatory bodies.

  • Contract Negotiation. Negotiate agreements with key stakeholders, including card networks, processors, fraud prevention providers, and BIN sponsors.

  • Regulatory Compliance. Ensure full adherence to local and international regulations.

  • Risk Management. Implement frameworks to mitigate fraud, chargebacks, and financial losses.

  • Legal & Compliance Alignment. Work closely with legal and compliance teams to ensure regulatory alignment.

  • Customer Experience Optimization. Define and refine customer onboarding, KYC processes, and overall cardholder experience.

  • Marketing & Distribution. Develop strategies to drive adoption, engagement, and growth.

  • Performance Monitoring & Optimization. Track KPIs (e.g., transaction volumes, retention rates, profitability) and implement data-driven improvements.

Your Ideal Profile:

  • Proven Leadership. Experience: 6+ years in payments, card issuing, or financial services, with a preference for scale-up fintech environments.

  • Card Program Leadership. Proven ability to launch and manage successful card programs at a fintech, bank, or payments company.

  • Payments Expertise. Strong understanding of payment processing, interchange, BIN sponsorship, and card network dynamics.

  • Regulatory & Compliance Knowledge. Experience working with regulatory agencies and compliance teams to ensure adherence to industry standards.

  • Strategic Execution. Ability to think strategically and drive execution in a fast-paced environment.

  • Negotiation & Partnership Management. Strong negotiation skills with experience managing external partnerships.

  • Data-Driven Decision Making. Expertise in leveraging data for performance measurement and business optimization.

  • Leadership & Communication. Excellent leadership, communication, and stakeholder management skills.
