Grounds and Events Foreman - Public Services

JOB SUMMARY The Grounds and Events Foreman is responsible for the supervision and coordination of skilled and unskilled employees engaged in supporting Town events, activities, and programs.     ESSENTIAL JOB FUNCTIONS:       Supervises and assigns workers to projects such as grounds, athletic fields, park maintenance/repair and event/meeting setup and cleanup. Inspects work areas to determine the type of work required and materials and equipment to be used. Establishes and/or adjusts work procedures to meet schedules. Performs regular inspection of projects and workers to ensure that projects are completed properly and within budget limitations. Orders supplies as necessary in accordance with department procedures. Makes periodic inspections throughout the Town to observe progress of crews. Advises the Division Chief on all pertinent issues as necessary. Conducts training for employees in the safe operation of vehicles and equipment. Observes and enforces all OSHA regulations that apply to the division and takes disciplinary action when safety procedures are violated. Ensures that all trucks and equipment are maintained in a satisfactory condition. Oversees the performance of routine maintenance and minor repairs to Division equipment. Receives and responds to service requests and work orders. Conducts data entry and utilizes department approved software in order track service requests and work orders. Makes determinations or recommendations on administrative issues including counseling, disciplinary actions, and performance evaluations. Conducts administrative responsibilities such as attendance records etc. Performs manual labor when needed. Represents the Town and interacts with the public on a daily basis. Performs other duties as required.   MINIMUM REQUIREMENTS TO PERFORM WORK: High School Diploma Five (5) years prior work experience Valid South Carolina Driver’s License Must have or obtain South Carolina Commercial Pesticide Applicator License (category 3 or 9) within 6 months of hire Preferred Commercial Driver’s License Or any equivalent combination of education, training and experience   KNOWLEDGE, SKILLS AND ABILITIES: Skill in all phases of grounds, athletic fields, park maintenance/repair techniques and practices and/or supporting event planning and execution Ability to read and interpret plans, diagrams and blueprints Ability to establish effective working relationships with contractors and sub-contractors Ability to establish effective working relationships with employees and other departments Ability to lead personnel with various levels of experience and education Ability to manage multiple tasks in a detailed and accurate manner Ability to implement department policies and procedures including safety practices and techniques Ability to deal with members of the public in a tactful manner Ability to utilize department approved software for tracking service requests and work orders Skill in all forms of verbal and written communication Knowledge of applicable state and federal laws and regulations pertaining to the Division Knowledge of principles, practices and techniques of grounds, athletic fields, parks, construction, repair, and maintenance and/or supporting event planning and execution.   Knowledge of safety regulations pertaining to the work of the Division Knowledge of office software (word processing and spread sheet applications)   PHYSICAL REQUIREMENTS: The work requires some agility and physical strength, such as moving in or about Town facilities, parks and recreation complexes, or standing or walking most of the work period. Occasionally, work may require lifting heavy objects and carrying them (up to 50 lbs.). There may be need to stretch and reach to retrieve materials. Employee must have adequate hearing and visual capability in order to perform this job safely.  Usually, the work will require extended physical effort over a significant portion of the workday.   WORK ENVIRONMENT:       The work environment involves exposure to intermittent machine or related noise or a combination of unpleasant elements such as odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease. Includes work under typical shop conditions or outdoor work. Work may involve occasional work at heights or in confined or cramped quarters, or work around machinery and its moving parts.  Employee will be required to work beyond normal business hours in response to natural disasters, emergencies, Town special events or to attend evening meetings.  The employee is on call in order to support Town efforts.
