SUMMARY
What is the Joint Interoperability Test Command (JITC) Defense Information Services Network (DISA) Test, Evaluation and Certification (TEC) II?
DISA's mission is to conduct Department of Defense Information Network (DoDIN) operations for the joint warfighter to enable lethality across all warfighting domains in defense of our Nation. DISA is a combat support agency of the Department of Defense (DoD). The agency is composed of more than 8,000 military and civilian employees. The agency provides, operates, and assures command and control and information-sharing capabilities and a globally accessible enterprise information infrastructure in direct support to joint warfighters, national level leaders, and other mission and coalition partners across the full spectrum of military operations.
The Joint Interoperability Test Command is DISA's primary T&E organization located at Fort Huachuca, AZ and Fort George G. Meade, MD. JITC Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DoD in support of Test and Evaluation (T&E) services and T&E enabling services.
JITC’s service requirements are categorized in the following areas: T&E Performance, Management Support and Services, and Overarching Contract and Task Order (TO) Requirements. TEC II services and support are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Tactical and Strategic Information Technology/National Security System (IT/NSS) capabilities.
JOB DUTIES AND RESPONSIBILITIES
- As an Agile Defense JITC DISA TEC II Project Manager (PjM), candidate will manage the day-to-day activities to ensure task orders and projects meet organizational and customer goals and requirements.
- Implements and provides guidance related to processes and policies, oversees the work of task order staff, and prioritizes projects and programs.
- Directs and oversees planning functions to promote organizational effectiveness.
- Assesses and improves processes, procedures, and standards based on programmatic needs.
- Provides support and interference between the various stakeholders including the partner contractors, corporate, and the JITC customer and the JITC clients.
- Provides oversight of various project teams across multiple task orders divided between prime contractor and subcontractor. Manages and monitors the cost, schedule, technical performance, staffing, materials, security, deliverables, quality, and metric objectives and milestones of the contract.
- Coordinate, collaborate and effectively communicate with the task order Contracting Officer Representative (COR), JITC IDIQ Contract COR, task order leads and staff, and other relevant stakeholders regarding potential problems, issues, vacancies, and or risk that may adversely affect a mission and or completion of task activities and deliverables.
- Assist recruiting in hiring and retain the required team makeup of qualified personnel with the expertise, experience, and other appropriate qualifications (e.g., required security clearances) to perform the performance work statement (PWS) required task.
-Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates.
- Coordinate with customers to manage and control the resources necessary to ensure timely support various Government offices requiring IT/NSS services and support as coordinated through the Government COR or as designated by the Contracting Officer.
- Develop comprehensive Task Order (TO) PWS task order responses (TORs) and task order modifications to effectively articulate the needed support and services. This includes creating the needed work breakdown structure (WBS), identifying the needed labor categories, amount of time needed to conduct the service or support and clearly review/define the needed clearance, certification and educational level needed to successfully execute the TO PWS work.
- Will maintain assigned task order Earned Value Management (EVM) including developing and maintaining task order financial 75% burn rate estimates, Estimate to Completions (ETCs), Estimates at Completions (EACs), Basis of Estimates (BOEs).
SUPERVISORY DUTIES
- Lead/Mentor/Manage Employees/Staff embodying the Agile Core 6H Values.
- Complete, provide insight, and participate in annual employee performance review/appraisal process.
- Perform Quarterly Check-Ins. Complete Annual Reviews. Input to employee compensation.
- Input to team composition, promotions and disciplinary actions.
- Drive exceptional performance.
- Approve timesheets and requests for time off.
- Communicate Expectations and manage employee performance.
- Evaluate Performance.
- Resolve complaints.
- Discipline and, when necessary, terminate employees.
- Communicate and coordinate with stakeholders - Government Management, Company/subcontractor Management, Team Leads/Managers, and all employees.
QUALIFICATIONS
Required Certifications

Education, Background, and Years of Experience
·Requires a master’s degree and at least 6 years of experience; or a bachelor’s degree and at least 12 years of experience. The degree must be in a relevant technical curriculum and experience must be related to the job duties. Relevant technical degrees include the following: IT Management, Operations Research, Computer Science, Computer Engineering, and Cybersecurity. However, other curriculums, various engineering and science disciplines will be considered.

WORKING CONDITIONS
Environmental Conditions
· Customer site (Fort Huachuca, AZ) with 0%-10% travel possible. Possible off-hours work to support customer and employee needs. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
