SUMMARY
Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC’s service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities.
Agile-Defense is looking for a Records Management (RM) specialist to perform RM administration actions required to support the creation, sharing, and day-to-day management of information throughout the organization in three general areas. The selected candidate will assist in the development of RM policies, processes, and procedures that define the organization’s RM strategy; perform SharePoint administration actions required to support the creation, sharing, use, and management of knowledge and information throughout the command; as well as develop and implement new RM capabilities or applications through the use of Power Applications, Power Business Intelligence, other DoD365 Enterprise applications, Wikis, or other approved tools. The selected candidate will assist the task lead in the following areas:
JOB DUTIES AND RESPONSIBILITIES
· Develop and implement RM policies, processes, and procedures in accordance with applicable Governmental directives and commercial, academic, and international best practices and standards.
· Provide technical and administrative support to the organization’s manual and automated processes and capabilities.
· Administer RM resources to facilitate the efficient sharing of information throughout the organization and external customer base.
· Support RM modernization efforts transitioning RM information (sites, subsites, libraries, lists, etc.) to new platforms (e.g. websites to Microsoft SharePoint Online) or applications.
· Provide technical assistance to the workforce to aid them in the adoption and use of approved KM solutions and capabilities.
· Develop and provide workforce training material for use of KM solutions and capabilities.
· Research, recommend, develop, and maintain new solutions to improve the overall efficiency and effectiveness of KM capabilities supporting specific organizational needs.
· Support the organization in identifying, researching, responding to, and adopting emerging technologies and innovative approaches that hold the potential for improving the efficiency and effectiveness of existing capabilities.
· Support strategic planning by researching and advising how to best address changes in DoD policies, processes, and priorities; suggesting options to improve organizational efficiency and effectiveness; and proposing the adoption of new technologies and methods. Support the transformation of existing test and evaluation methods, instrumentation, and testbed capabilities; improving organizational resource and knowledge management processes; and addressing other strategic needs and initiatives.
QUALIFICATIONS
Required Certifications
· This position requires an active Secret security clearance on hire date.
Education, Background, and Years of Experience
· Requires a master’s degree; or a bachelor’s degree and at least 6 years of experience; or an Associate’s degree and at least 8 years of experience. One year of experience can be substituted by 15 semester hours completed towards a bachelor’s or master’s degree. Additional certifications (other than those required for the position) in specialization be substituted for experience but vary by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties.
ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
· Experience with RM system strategy, implementation, communications, and maintenance.
· Proficiency using MS Office 365 suite (specifically SharePoint).
· Familiarity with DoD operations, environment, IT systems, and software.
Preferred Skills
· Experience with development of policies, processes, and procedures that define the organization’s RM information and data management strategy.
· Experience identifying and documenting organizational level records management, data management, information requirements, and roles and responsibilities.
· Experience conducting data validation and corrective actions required to maintain accurate and readily accessible data.
· Experience performing SharePoint administration actions required to support the creation, sharing, use, and management of records throughout the command.
· Experience developing and implementing new RM capabilities or applications through the use of Power Applications, Power Business Intelligence, other DoD365 Enterprise applications, or other approved tools.
· Proficiency using MS Office 365 suite (specifically SharePoint).
WORKING CONDITIONS
Environmental Conditions
· Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Work is generally performed within an office environment, with standard office equipment available.
Strength Demands
· Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
