Alaska Overview

ConocoPhillips is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1.2 million net undeveloped acres at year-end 2022. The company produced an average of 200 thousand barrels of oil equivalent per day in 2022. ConocoPhillips has major ownership interests in two of North America’s largest legacy conventional oil fields, both located on Alaska’s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates several fields on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

Willow Overview

Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

2023 – 2025 - Detailed Design

2023 – 2024 - WOC Fabrication

2025 – 2027 - WOC North Slope Installation and Commissioning

2025 – 2027 - WCF / DS Sealift Module Fabrication

2027 – 2029 – WCF / DS North Slope Installation and Commissioning

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.

Description

The HSE Specialist – Training role supports the Construction Management Team (CMT) with the implementation of Incident-Free Culture (IFC) principles, Learning Organization (LO) methods, interfacing with Alaska Safety Alliance, and tracking onboarding readiness training for the Willow project.

This position’s key responsibilities are:

  • Managing the IFC training program.
  • Implementing LO strategies.
  • Working with contractor companies to ensure onboarding and readiness

This position is a North Slope-based rotational position and reports to the Willow HSE Director.

This is a Safety Sensitive position.

Your responsibilities may include:

Incident-Free Culture

  • Developing and leading the Willow Incident-Free Culture training strategy and implementation
  • Creating and implementing a safety culture where people are valued and work together to achieve breakthrough results
  • Delivering IFC training to employees and contractors
  • Mapping out training plans and schedules
  • Determining appropriate training methods per case - virtual or in-person
  • Maintaining training records

Learning Organization

  • Implementing the Learning Organization roadmap
  • Develop goals and objectives to progress in the pursuit of improving the learning organization
  • Develop and share operational learnings
  • Coaching skill development techniques to help employees learn new processes or procedures
  • Facilitate and coach Learning Organization leadership and workforce training
  • Coordinate and/or lead Learning Teams

Additional Duties

  • Investigating accidents and incidents and prepare required bulletins and communications.
  • Conducting safety audits and inspections
  • Periodic project-specific HSE coverage
  • Participate on the Incident Management Team as required and attend IMT Trainings and annual exercises

Qualifications


Basic/Required:

  • Must be legally authorized to work in the United States as a U.S. citizen or national, or an alien admitted as a permanent resident, refugee or asylee
  • Bachelor's degree or higher in Occupational Safety, Health Safety and Environmental Management, Business, Education, Social Sciences or related field or foreign equivalent
  • Current/valid driver’s license
  • 3+ years of HSE experience in oil & gas or construction industry
  • 1+ years of experience conducting HSE training presentations
  • Willing and able (with or without a reasonable accommodation) to work a rotating shift (14 days on / 14 days off) in a remote location
