Pay and Benefits


BART offers comprehensive compensation and benefits programs. Benefits include CalPERS pension; excellent medical (effective January 1, 2023 current employee cost $160.96 monthly for most plans), vision, and dental coverage; supplemental insurances; paid holidays and vacation; as well as two investment programs, one of which is entirely funded by BART. BART does not participate in Social Security. Complimentary BART passes for employee and qualifying dependents.

Current Assignment


This announcement will be used to create an eligibility list to backfill future vacancies that may occur within the next twelve (12) months.

The incumbent selected for this position will be responsible for developing and publishing weekly Track Allocation Schedules; attending various meetings including weekly Track Allocation Meeting; assisting in budget preparation and statistical analyses and monitoring; maintaining department files & supplies; providing staff level administrative support functions as assigned.

The successful candidate will demonstrate:

  • Ability to communicate, plan, & schedule effectively
  • Demonstrate proficiency in computer applications such as Microsoft Excel & Word
  • Ability to troubleshoot and research
  • Ability to prepare schedules and reports
  • Proficient at maintaining files and operating business equipment
  • Proficient at writing business letters and correspondence

Essential Job Functions

  • Assists in planning and organizing operational, administrative or management studies/projects related to the activities of the department assigned.
  • Assists with problem identification and determining analytical techniques and information gathering processes and obtains required information and data for analysis.
  • Under the direction of a journey professional or manager, analyzes alternatives and makes recommendations regarding such areas as organizational structure, staffing, facilities, equipment, cost analysis, productivity, policy or procedure modifications, etc.
  • May be involved in discussions with management staff and assists with preparation of study conclusions, developing implementation plans and assists in implementing policy and procedural changes.
  • May assist in conducting a variety of special projects and/or programs.
  • May assist in analyzing and monitoring the annual department budget.
  • Interacts with other District departments, other transit or governmental agencies, vendors and others depending on the nature of the project to which assigned.
  • Utilizes computer applications to support analytical studies.
  • Prepares technical reports and correspondence and other written materials.
  • May direct the work of clerical support staff on a project or day-to-day basis.

Minimum Qualifications


Education:

A Bachelor’s degree in business, public administration or a closely related field from an accredited college or university.


Substitution:

Professional experience such as assisting in planning and organizing operational, administrative or management studies/projects; assisting in budget preparation, analysis and monitoring; and assisting in administrative, systems, statistical and other management analyses may be substituted for the education on a year-for-year basis. A college degree is preferred.

May require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time.

  • Basic principles, practices and methods of administrative, organizational, economic and procedural analysis.

  • Budgetary preparation and administration.
  • Contract administration principles and techniques.


Ability to:


  • Collect, evaluate and interpret varied information and data either in statistical or narrative form.
  • Analyze administrative, operational and organizational problems.
  • Evaluate alternatives and reach sound conclusions.
  • Prepare clear, concise and complete reports and other written materials.
  • Work on and coordinate multiple projects and meeting critical deadlines.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Selection Process


This is a SEIU Local 1021 Bargaining unit position. However, All SEIU members must follow the "Bid Form Process", failure to comply will invalidate an employee's application.

The selection process will include a screening for minimum qualifications as listed in this posting and may additionally involve a skills/performance test, written exam, and/or a panel interview. Outside applicants will not be considered until all employees who have applied have been considered first.
