ASSISTANT VICE PRESIDENT – CAPITAL MARKET SURVEILLANCE INVESTIGATOR (JOB NUMBER: COM002496)


Business Overview:

The Americas Market Integrity (MI) Domain is a part of the Ethics and Compliance Department that provides transversal support to all business functions performed in the US, Canada and Latin America. Market Integrity centers on the idea that markets, if corrupt and inefficient, are unattractive to investors. Regulators, law enforcement, exchanges, financial institutions, and investors all rely on the orderly operation of financial markets in order to provide a foundation of economic growth and efficient access to capital. The violation of these principles can cause severe disruptions in investor confidence and ultimately threaten the stability of the financial system.


The Capital Markets Surveillance (“CMS”) Team serves the MI Domain as a specialized unit within Ethics and Compliance N.A (the 2nd Line of Defense) and is primarily responsible for reviewing surveillance alerts and escalations, conducting in depth investigations of trading activity and patterns, refining and building surveillance controls in accordance with and in anticipation of regulatory expectations and remediation plans, and supporting the oversight of the BNP Paribas 1st Line of Defense (“1LOD”).

Responsibilities:


In addition, CMS Surveillance Analysts are responsible for working with Business Management, Compliance Advisory, global counterparts and IT to monitor for potential market abuse, regulatory violations and suspicious activity. CMS plays a critical role in working with the 1LOD to perform investigations when appropriate, and to determine and coordinate corrective action. The CMS Surveillance Manager will:

  • Supervise junior surveillance analysts within their remit, ensuring best practice is observed and that the surveillance program is functioning as prescribed by surveillance leadership
  • Engage in recruiting, training and team development as needed, reporting concerns and needs to the Head of Surveillance
  • Review escalations based on trade surveillance alerts and referrals in order to detect potential regulatory violations, identify suspicious activity and items requiring corrective action
  • Focus on a variety of risks within Market Integrity, such as insider trading, manipulation and microcap-related typologies
  • Analyze activity, document findings within the CMS case management tool, provide written explanations for the transaction detail
  • Raise matters of importance to Departmental Management for discussion, socialize potential issues in team meetings and other dedicated forums, refer cases for the filing of Suspicious Activity Reports with the Financial Crimes Enforcement Network
  • Interact with the 1LOD, Front Office Salespeople, Traders, Supervisors, Compliance Advisory and U.S. Financial Security staff so that an appropriate resolution may be achieved, communicating issues in a proactive manner
  • Engage in pre-trade due diligence at the request of CMS stakeholders
  • Provide training and guidance to the “Level 1” CMS team, which performs a first-pass review of alerts, to ensure quality and proper adherence to the Standard Operation Procedures
  • Champion he development of new surveillance features and controls to address risk priorities as appropriate
  • Provide support to the Quality Assurance functions as appropriate
  • Conduct or assist with special investigations and projects
  • Assist with Internal Audit and ad hoc regulatory requests


Minimum Required Qualifications

  • 3-5 years of experience with a financial services firm and/or self-regulatory organization in a compliance or other relevant position;
  • Working knowledge of capital markets, multiple products and/or trading operations;
  • Specialized subject matter expertise in at least one asset class
  • Excellent interpersonal, oral and written communication skills, with the ability to interact effectively with front and back office staff and senior management;
  • Strong analytical and investigative skills;
  • Ability to manage multi task, and handle multiple compliance reviews and projects at the same time while meeting deadlines;
  • Investigative mind-set and commitment to integrity;
  • BA or BS Degree.

Preferred Qualifications:

  • Demonstrated success as a supervisor or team lead
  • Exposure to trading desks, electronic trading market and securities industry;
  • Technical understanding of capital markets with experience as a trader, surveillance analyst or regulator; specifically with equities and future product class.
  • Experience with trade and e-comm surveillance and case management systems, such as NICE Actimize, SMARTS, Veritas
  • Proficiency with market data solutions and due diligence vendors, such as Bloomberg, Reuters, Worldcheck, Lexis, Edgar, OTCMarkets, etc.;
  • Expert-level skill set with MS Office Suite;
  • Series 7 and 63 preferred;
  • Experience with E-communication surveillance venders is a plus.

The expected starting salary range for this position in New Jersey is between $86,000 to $133,000 annually. Actual salary may vary based upon several factors including, but not limited to, relevant skills/experience, time in role, base salary of internal peers, prior performance, business line, and geographic/office location.
