Associate Programme Monitoring Officer

Job Description The Associate Programme Monitoring Officer will be based in the Regional Bureau for the Americas, reporting to and guided by the Programme Monitoring Officer. S/he will provide guidance and support on monitoring protection and solutions strategies and coordinate with the other sections/units to ensure harmonized monitoring approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions, ensuring that programme monitoring is approached as per UNHCR's Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs. This is particularly relevant with the roll-out of COMPASS core indicator reporting and the Results Monitoring Surveys (RMS).

The Associate Programme Monitoring Officer will provide support and follow-up with field operations on the implementation of RMS and secondary data analysis to ensure quality data is collected, analyzed, reported and used for COMPASS, in addition to other related tasks in the context of M&E activities in 2023 and M&E planning for 2024. The incumbent is expected to have contacts within the Organization and outside the duty station related to programme monitoring – including with Headquarters and with field operations. S/he is expected to work very closely with the Data, Identity Management and Analysis (DIMA) team as well as Evaluation. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Chapter.

Purpose and Scope of Assignment: Support the development and implementation of UNHCR's system for monitoring protection and solutions strategies and results in the region in cooperation with relevant teams and promote a results-based monitoring culture throughout the operation and the Operations Management Cycle. Contribute to the development, implementation, and quality assurance of M&E plans in the region, ensuring consistency and coherence of UNHCR's monitoring activities and ownership of the Multi-Functional Teams. Support coherence on monitoring standards, plans, tools, indicators and resources across operations – including and especially related to Results Monitoring Surveys and COMPASS core indicator measurement and reporting. Support the development and improvement of reporting and quality assurance systems and processes for COMPASS indicators alongside DIMA and the M&E MFT in the Bureau – and ensure proper documentation for continuous improvement.

Guide and train UNHCR operations in applying UNHCR's results-based management monitoring standards and procedures. Support processes to analyse and use results data alongside budget and risk data, as well as to link monitoring to evaluation and risk management plans. Contribute actively to innovative solutions for monitoring and to UNHCR's global community of practice on monitoring and the regional community of practice on M&E and learning, facilitating the exchange of lessons learned across countries and regions. Perform other related duties as required.

Monitoring and Progress Controls: The Associate Programme Monitoring Officer will be required to report progress on a regular basis to the Programme Monitoring Officer. Expected outputs include: effective technical support to operations conducting RMS and secondary data analysis to report on COMPASS indicators in 2023; a quality review of M&E plans for 2024; and a successful quality assurance process for core indicator reporting in 2023. Qualifications and Experience: Education: Undergraduate degree in Economics, Business Administration, Social Sciences, Statistics, Information Management, Data Science, or any other relevant field Work Experience: Essential: 3 years of relevant experience required with Undergraduate degree, or 2 years of relevant experience with a Graduate degree, or 1 year of relevant experience with a Doctorate degree. Demonstrated experience in programme monitoring including sound knowledge of Results Based-Management.

Demonstrated experience in programme monitoring including impact monitoring in field operations. Understanding of different data collection methodologies. Familiarity with planning, programming, strategic planning, and project management. Desirable: experience conducting Results Monitoring Surveys or similar surveys for displaced and/or stateless people.

Experience in programme monitoring training and capacity-building activities. Experience with data collection, management and analysis in field situations, humanitarian or development contexts. Experience with COMPASS M&E planning and/or indicator reporting. Knowledge of UNHCR and interagency policies, standards, programmes and operations.

Experience working with or in national statistics offices.
