Intelligence Analyst

AVER is a fast-growing SDVOSB that has achieved significant revenue growth over the past 5 plus years with much of our work focused on Data Analytics, Mission Support, IT Modernization and Biometrics. AVER is seeking a TS cleared Intelligence/ Compliance Analyst to support the Department of Homeland Security by being part of a special project team to investigate schools to determine those likely to be exploiting the Visa Entry Program for criminal purposes. Responsibilities Include:  
  • Assist Client in administering the Student and Exchange Visitor Information System (SEVIS) to ensure that government agencies have essential data related to nonimmigrant students and exchange visitors to preserve national security.
  • Provide support in the approval and oversight of schools authorized to enroll F (Academic) and M (Vocational) Status nonimmigrant students and give guidance to both schools and students about the requirements for maintaining proper status. 
  • Intake and review incoming school and student compliance tips, and monitor statuses until an adjudicator has determined the appropriate action to be taken.
  • Conduct school and student compliance reviews utilizing open-source and DHS repositories and systems, and present derogatory information verbally and in writing on credible threats, security violations and breaches pertaining to schools and their associated individuals, Designated School Officials (DSOs), school owners and students as needed.
  • Function as a liaison between Client and various school campuses and departments to expedite resolution of student and school problems or issues.
  • Identify student and exchange visitor status violations so that appropriate enforcement action may be taken.
  • Assist Federal Employees in drafting notices to include, but not limited to Withdrawal and Denial Notices, Termination notices, Out of Cycle Review notices, Student Records Requests, Remedial Action Plan, Evidence Requests, Memos to File, or any additional notices as designated by the Government. 
  • Process cases, track the status of receipt of documentation, record student compliance, and make appropriate admissibility recommendations to Federal Employees.
  • Conduct necessary research and analysis and maintain collaboration across visa program regarding SIMA/Remedy Tickets, System Change Requests and LeadTrac leads.
  • Work with Federal Employees to research tickets and coordinate with Field Adjudicators.
  • Assure proper reporting and record keeping by Visa program to ensure data currency and integrity.    
Education Requirements: 
  • Master’s degree preferred or Bachelor’s degree with required years of experience required.  
Experience Requirements:  
  • 10+ years of experience as an Intelligence Analyst with a Master's Degree, or 12+ years of experience as an Intelligence Analyst and a Bachelor’s Degree required.
  • Experience with SEVIS through regular use in a current or former position.
  • Demonstrated ability to investigate and analyze organizations and people (preferably, schools and students) to verify legitimacy or assess potential risk of fraudulent activities.
  • Demonstrated ability to leverage federal regulations and related databases to research, compile, generate and analyze findings. 
  • Excellent collaboration, analytical, organization and interpersonal skills and the ability to work in a team environment.
  • Must be able to work independently with the ability to multitask. 
  • Knowledge of MS Office – must be proficient with Excel, Word, PowerPoint.
Desired Requirements:  
  • Experience with assisting Federal Employees in providing information and Reports of Investigations (ROIs) for school and student investigations is highly desired.
  • Familiarity with key DHS data sources in support of compliance operations, including but not limited to SEVIS, ADIS, CLAIMS, CCD, ICM, TECS and LeadTrac (LTM) is highly desired.
  • Experience with tools like PowerBI, Tableau or other visualization software to synthesize information, provide analytical insights, and build dashboards and custom reports and templates is highly desired.
  • Working knowledge of MS Power Automate (fka MS Flow) to design, develop and deploy solutions to automate business processes and enhance user productivity is highly desired.
  • Experience creating and managing custom lists and libraries in SharePoint is desired.
  • Proficiency in writing SQL queries and scripts for data extraction, transformation and synchronization is desired. 
  • Experience with ArcGIS Online Mapping Software is desired.
Location:
  • HYBRID (2-3 days per week in Washington DC)  
Security Requirements:     
  • Ability to obtain and maintain a government security clearance, active Top Secret required.
  • This role supports a government agency which requires U.S. citizenship.
