Job Description:

Blue Water Thinking is seeking an experienced and dedicated Portfolio Manager to join our team, supporting the Department of Veterans Affairs (VA). This role is crucial for candidates who possess extensive knowledge and experience in developing and applying analytic methodologies and principles. The primary responsibility of this individual will be to lead the application of analytic techniques and define project objectives and strategic direction.

Key Responsibilities:

  • Provide leadership and vision to client and project teams around methodology.
  • Support Federal Agencies in the implementation and use of portfolio management strategies and techniques.
  • Set priorities and funding directions for investments, including identifying approval checkpoints.
  • Facilitate the initial planning and business case development for project adoption and selection.
  • Assist clients in making the wisest business decisions and objectively determining and assessing the value of the client's individual investments and overall investment portfolio.
  • Provide viewing mechanisms for decision makers to review and manage their portfolio(s).
  • Conduct activities in support of project team’s objectives.
  • Direct the activities of junior staff as necessary.

The position operates on a hybrid work schedule, requiring on-site presence Tuesday through Thursday at the Department of Veterans Affairs, 811 Vermont Avenue NW, Washington, DC 20420, with Mondays and Fridays designated for remote work on a weekly basis.

Minimum Qualifications:

  • Bachelor's degree.
  • Minimum 10 years of relevant experience.
  • Extensive project management experience, including Agile methodologies.
  • Proficient in risk management.
  • Proficient in Microsoft Applications, including Power Business Intelligence (BI), SharePoint, and JIRA.

Preferred Qualifications:

  • Experience in strategic planning and execution within a government or military context.
  • Demonstrated expertise in financial analysis and investment portfolio management.
  • Proven ability to manage complex projects and cross-functional teams.

Eligibility:

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:

Salary for this position is determined by various factors, including but not limited to, location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract specific affordability and organizational requirements.

The proposed salary range for this position is $145,000 - $165,000.
