Job Description
Position Summary:
Leads, develops, and directs the implementation efforts of NRECA’s Broadband program while executing a strategic framework for business development within the scope of the initiative. Oversees the development of marketing materials, technical resources, and business principles to provide guidance on all aspects of resource adequacy, planning, and operations including broadband, digitalization, regulatory compliance, and policy. Leads the coordination of overlapping business segments, third party vendors, and members to preserve collaborative relationships and address needs across the organization.
Essential Duties and Responsibilities:
  • Oversees development, strategy and implementation of NRECA’s Broadband Program. Advises NRECA leadership and key stakeholders on program design, strategy and performance. Leads program marketing and business development efforts by seeking feedback and input from NRECA leaders and members and creating reports and documentation that drive program success.
  • Designs and oversees business development initiatives related to Broadband. Develops, implements and meets metrics to grow the Broadband program. Responsible for Broadband program budget and revenue targets.
  • Manages and directs a collaborative team that provides vision, guidance, representation, and support to the association, membership, and external stakeholders to further the position of NRECA, its members, and the electric industry, including strategic implementation for development of consulting services, products, and publications.
  • Monitors legislative and regulatory actions that potentially impact broadband policy across cooperatives. Offers policy guidance to NRECA leadership and members, working with experts in Government Relations to strategize responses to policy changes, keeping NRECA member needs in mind.
  • Advocates on behalf of NRECA members on broadband-related business practices and models, educating external stakeholders on member needs and program design.
  • Enhances cooperative interests by advocating for policies, standards, and business practices that are consistent with NRECA member positions and policies.
  • Drives member success by spearheading the annual Broadband Leadership Summit and overseeing event strategy to maximize member participation and value.
  • Implements recognition programs for member commitments and investments.
  • Outlines and circulates strategic resources to help electric co-ops succeed as community-focused telecommunications providers.
  • Drives interest and frames reporting metrics to scale benchmarks for program and member success. Incorporates member and team feedback into program direction.

Direct Reports to this Position:
Will lead resources and individuals across key initiatives.
Qualifications
Formal Education Required:
Bachelor’s degree in business, marketing, engineering or related field, or any equivalent combination of experience and education needed to successfully perform the essential job duties.
Experience and Certifications Required:
  • Ten or more years working in the broadband and communications sector.
  • Five or more years of senior-level experience in telecommunications management, broadband-related, regulatory background, federal service, nonprofit or related industry, including managing a team and/or large-scale initiative.
  • PMP Certification preferred.
FLSA Status: Exempt
Knowledge, Skills and Abilities Required (as demonstrated by prior work experience):
  • Knowledge of the broadband and communications policy, federal agency policy making and regulatory processes.
  • Ability to design and grow a major program or initiative from early stages, including hiring and retaining a high-performing team.
  • Ability to be persuasive, negotiate, and collaborate with individuals at all levels throughout organization and with outside groups.
  • Ability to think strategically and creatively to achieve advocacy goals for the members.
  • Ability to work in a collaborative environment to build consensus and gain agreement on a plan of action.
  • Ability to communicate, both verbally and in writing, with a diverse membership, employees and/or vendors in a clear and precise manner.
  • Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) and to operate various office equipment such as personal computer, copier, printer, fax machine or other job-related equipment.
  • Ability to provide service excellence by building relationships, being resourceful, responsive and respectful.
