Job Duties

The Virginia Department of Transportation’s (VDOT) is excited to offer and announce a competitive opportunity to serve as a part-time Business Analyst in the Central Office’s Maintenance Division.

The Business Analyst will assist with managing and coordination of the VDOT Statewide Roadeo, Safety Training Day Program, and the Statewide Maintenance Workshop and other events that support the Maintenance Division’s mission. Planning event dates yearly. Developing specification and evaluating vendors for contracts to be used in the Roadeo. Provide Contract Administration to all contracts that are involved in the Roadeo. Invite and coordinate vendor sponsor and other Agencies. Coordinate participates and judges travel and bio information. Develop and print Roadeo Programs. Coordinate vendor set up, caterer, security, banquet and roadeo. Procure shirt, hats, winner plaques, and other items needed. Additionally, this person will work with and backup the Adopt A Highway Program (AAH), procurement, invoice processing, policies, reports and other business support needs.

Statewide Maintenance Workshop - Manage the annual Statewide Maintenance Workshop. Develop written specifications and evaluate vendors. Send invites and coordinate all travel with the hotel or location of the workshop event. Plan and develop catering.

AAH - Works as the backup to the Adopt A Highway Central Office coordinator. Manage the AAH voice mail and email systems and redirecting volunteer’s messages to the correct Residency. Support the Residency AAH Coordinators answering questions concerning the program and permits. Works in the AAH database system to look up permit status. Maintains the statewide AAH coordinator’s list. Works with the primary CO AAH coordinator to analyze and access the program, update policies and procedures, and implements changes.

Accounting - Ensure payments for goods and services are processed in compliance with policies and procedures. Maintain accounting records and files. Analyze financial transactions, verify payment documents and perform data reconciliations. Ensure all vouchers are submitted to Fiscal in a timely manner in accordance with the Prompt Pay Act and all Small Purchase Credit Card (SPCC) transactions are reconciled in Cardinal within 5 days. Independently resolve billing disputes in a timely manner.

Procurement - Process purchases using the Small Purchase Credit Card (SPCC). Develop contract specifications. Evaluate contract proposals.

Policy - Assist with development of policies and procedures related to the specific program and applicable systems to include quality control in the Policy section. Assist in implementing operation administration through policies, procedures, contracts, and applications both internal and external.

Program Analysis and Reporting - Research and compile data and prepare reports or presentations for a variety of programs or projects.

Business Support - Provide support services to assigned program area. Schedule vehicle maintenance and order supplies from the Central Office Supply Room. Serves as the Cardinal Security Coordinator for the Maintenance Division. Organize and maintain records per established retention schedules and policies. Support Freedom of Information Act (FOIA) request. Support other program area in Maintenance. Serve as division travel coordinator. Enters IT request for phone and computer accessories and supplies.

The position you are applying for is an Hourly/Wage position. Hourly (wage) employees may not work more than an average of 29 hours a week and cannot exceed 1500 hours during their employment year. This position does not include health insurance, retirement or leave.


Minimum Qualifications

  • Experience using financial management and budgeting computer programs.

  • Experience with Word, Excel, Access, Google applications and SharePoint SPOL.

  • Experience of procurement policies, practices and regulations.

  • Experience in scheduling and planning events

  • Experience with accounts payable and receivable processing.


Preferred Qualifications:

  • Ability to research, analyze format data and prepare reports and recommendations.

  • Skill in electronic procurement and financial management systems.

  • Ability to read and interpret policies and procedures.

  • Functional and technical knowledge to use Microsoft Office applications (MS Word, Excel, Power Point, Access, Google Email, and SharePoint SPOL) at a high level of accomplishment.

  • Ability to create a Pivot-table in MS Excel with data from various Databases to create summary and analyze reports.

  • Degree in Business Administration, Public Administration, Transportation or related field. Equivalent training/education may substitute for degree.
