Minimum Qualifications:

Permanent: NYS Department of Health employee with permanent or contingent-permanent service as a Business Systems Analyst 2 Health, Grade 23 OR NYS employee with one year or more of permanent or contingent-permanent service in a competitive class title equated to SG-21 or above and eligible for transfer to Business Systems Analyst 2 Health under Section 52.6 of the Civil Service Law.

Promotion Provisional: Current NYS Department of Health employee with one year of service as a Business Systems Analyst 1(Health).

Open Competitive Provisional: A bachelor's or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:

Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Or a bachelor's or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.

Or possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.**

*Experience must have been in a large health care facility; health related governmental entity; health insurance company; large health care provider organization or employer; or experience with the New York State Medical Assistance (Medicaid) Program in a New York State agency, or a New York State Local social services district or county including administration of government sponsored medical assistance programs. For the purposes of this examination, business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of a business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.

Examples of non-qualifying experience include but ARE NOT limited to:

Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.
Responsibility limited to forms design and changes to forms.
Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
Development of instructional materials and classroom training.
Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Preferred Qualifications:

  • Demonstrated knowledge and experience with business analysis standards as defined in the Business Analysis Body of Knowledge (BABOK)
  • Demonstrated knowledge of Business Architecture tools, e.g., iServer
  • Demonstrated experience with requirement management tools, e.g., Blueprint, DOORS, etc.
  • Possesses IIBA certification such as a CCBA or CBAP
  • Demonstrates excellent verbal and written communication skills

Duties Description:

Reporting to the Business Systems Analyst 3, the incumbent will work as a first level supervisor, reviewing materials, provide direction, develop requirements for the more critical business analysis projects. The incumbent will engage with the business users in business system analysis, business intelligence, portfolio and governance activities and promote a consistent business analysis approach to ensure alignment within the bureau. The incumbent may work independently on business analysis projects requiring specialized skills and application of a broad range of tools and techniques across the major business analysis knowledge areas. Specific duties include:

  • Eliciting and documenting IT requirements for automated systems, using various methods including but not limited to process models, User Stories, and Use Cases;
  • Create process, data and object-oriented models to support understanding;
  • Provide technical expertise in the application of analytical processes to the planning, design and implementation of new and improved information systems to meet the needs of business units;
  • Translate functional and technical requirements into programming specifications through design documents, decision logic tables, and flow diagrams;
  • Test, validate, and document applications;
  • Create helpful and informative technical documentation for mission critical systems to ensure applications can be supported when key staff retire;
  • Lead JAD sessions as a recording analyst or scribe;
  • Lead business process improvement consulting engagements;
  • Develop value stream maps, associated documentation and reports;
  • Participate in DOS and statewide business analysis community and stay current with best practice methodologies;
  • Assist developing consistent approaches for business analysis and providing guidance on tools and techniques; and
  • Assist with the delivery of business analysis training and the establishing of a BACOP.

Additional Comments: If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service
as a Business Systems Analyst 1(Health). If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.

Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
