OverviewThe Program Manager I will assist the Office of the Director while supporting the Secretary of the interior in fulfilling the United States’ trust responsibility to the Federally recognized American Indian and Alaska Native tribes and villages and individual Indian trust beneficiaries, as well as in maintaining the Federal-Tribal government-to-government relationship. This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.Responsibilities• Responsible for planning and executing key projects.• Prepares and maintains the project schedule and budget.• Prepares and delivers status reports to the customer.• Primary point of contact for the customer.• Oversees all work and takes corrective action as necessary to ensure project success.• Manages staffing, budget, prioritization, and other personnel matters.• May serve as technical lead for the project.• Prepare detailed reports and progress updates to BIA leadership as required by the COR.• Provide weekly and monthly status updates of active tasks and projects to DBIA leadership.• Review internal and external communication methods and provide project tracking feedback on improving these processes.• Address process barriers and ensure timeline, deliverables, and products are delivered in a consistent manner.• Essential Task: Communications and Technical Writing• Performing a variety of editing and writing assignments to include drafting responses to urgent tasks and compiling data for technical reports, information papers, technical guides, and fact sheets.SPECIFIC TASKS• Activities planned for the week.• Work and deliverables completed during the period.• Status of ongoing activities.• Activities planned for the following period.• Problems or issues projected or identified.• Alternatives and/ or recommended solutions(s) for identified or projected problems or issues; and• Known or projected resources (staff and funding) and schedule impacts.• Other duties as assigned.Qualifications• An in-depth knowledge of project management with 4 years of relevant experience and a minimum of bachelor’s degree or equivalent experience• Experience writing grant proposals and creating supporting budget rationale and justification.• Experience developing and enforcing work standards, providing quality assurance, assignment of schedules.• Experience in working with senior executives at an enterprise level business.• Understands the relationship between the preservation and management of historic, cultural and natural resources, and environmental protection.• Experience leading a diverse technical team and maintaining awareness of task completion, delegation, and addressing problem areas as they arise.• Must be able to obtain and maintain a Public Trust Clearance.• Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.Minimum Skills:• Ability to manage projects of varying scope and complexity, including schedule, cost, and risk management.• Analytical thinker who can plan and evaluate, identify solutions, and collaborate and communicate with others effectively.• Ability to communicate and translate technical information to various stakeholders, including non-technical personnel who need to be apprised of technical issues.• Organize and manage high-level meetings.• Proficiency in oral and written communication• Must possess problem-solving skills.• Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.• Highly motivated with the ability to handle and manage multiple tasks at any one time.• Ability to forge new relationships, individual and teaming in nature.• Must be a Self-starter, that can work independently and as part of a team.Desired Qualifications:• Experience managing projects for DBIA or BIA, tribal enrollment, experience successfully managing projects in Indian Country.Other Duties: Please note this job description is not designed to cover or contain a comprehensive list of activities, duties or responsibilities that are required of the employee for this job.
