Public Health Workforce Analyst

Position Highlights:


POSITION TITLE: Public Health Workforce Analyst


LOCATION: Hybrid (in office 1 day/week)


POSITION END DATE: 06/30/2025


SALARY:  $85,000 (maximum, commensurate with experience)


OVERVIEW


The CDC Foundation seeks a Public Health Workforce Analyst to support the collection, analysis, reporting, and dissemination of department-wide workforce data. The Public Health Workforce Analyst will work on numerous cross-departmental teams to perform analyses aimed at understanding the state of recruitment, retention, training, and other workforce characteristics that can inform departmental and workforce development strategies.


MINIMUM QUALIFICATIONS


Analytical

•Proficiency with statistical software such as SAS or R, and proficiency with Excel.

•Proficiency with basic analytical procedures including but not limited to: generating frequency distributions, calculating summary statistics, producing cross-tabulations, performing group-wise comparisons, etc.

•Proficiency with mixed-methods research including surveys, focus groups, content analysis, and analysis of administrative and observational data.

•Strong data management skills and experience cleaning, transforming, and preparing complex datasets for analysis through activities such as feature engineering, joining datasets, combining and aggregating datasets, filtering observations, and other advanced data management functions necessary for analysis.

•Strong analytical skills and ability to analyze large datasets

•Ability to draw conclusions from analytical results, relate analytical results to organizational processes, and work with collaborators to make recommendations related to those results.

•Experience identifying appropriate measures for evaluating business problems, and recommending approaches to evaluation within the constraints of available data.

•Experience communicating complex analytical findings to lay audiences through written reports and presentations.

•Experience in conducting needs assessments and gap analyses, and in conducting organizational assessments especially regarding workforce development or training.

•Experience with program evaluation and impact assessments, especially related to workforce development or training.

•Understanding of how social and structural inequities impact outcomes across intersecting lines of identity and power, and experience conducting analyses that can identify and address the resulting disparities.

•(Note that there is not an expectation that advanced statistical procedures will be necessary in this role. Advanced statistical procedures refers to procedures such as machine learning, predictive analytics, regression modeling, and other similar techniques)



General Technical

•Strong general computer skills.

•Proficiency with MS Office including Excel, Word, Outlook, PowerPoint, Teams, Forms, and OneDrive.

•Ability to maintain confidentiality of sensitive data.

•Experience developing web-based surveys with various question formats, data validation, and branching logic.

•Experience developing and using project management tools, including workplans, tracking tools, and reporting.


Organizational

•Strong organizational skills and time management skills, and ability to manage competing priorities.

•Strong interpersonal and collaboration skills and ability to work with diverse groups of stakeholders on a broad range of topics.

•Ability to innovate and work creatively to achieve objectives while navigating policy and technical constraints.

•Ability to work as part of a team, agreeing to shared goals and community norms while working within their role to advance the team's work.

•Ability to independently identify role-appropriate projects which add value to the organization and advance the priorities of the unit.

•Ability to contribute to cultivating a culture of equity, diversity, and inclusion.



RESPONSIBILITIES

Under the supervision of the Public Health Workforce Evaluation Manager, this role will support a broad range of workforce analysis and evaluation activities to guide department-wide workforce development strategies. Responsibilities will include:

•Perform workforce analyses to contribute to regular reporting on workforce structure, recruitment, retention, and employee experience.

•Conduct ad-hoc evaluations and analyses of staff-facing programs, trainings, and other activities as requested.

•Maintain robust and well-organized documentation of analytical projects, including: Data files, documentation of analytical procedures, analysis files, reports, and presentations

•Work with colleagues across the department to understand a broad range of programs and processes and serve as a subject-matter expert on efforts related to workforce analyses.

•Work with the other members of the Workforce Development Unit to understand the Department’s Workforce Development Plan and conduct evaluations and analyses related to its action items. 

•Maintain up-to-date knowledge of Public Health Workforce industry research and state and national initiatives related to Public Health Workforce.

•Serve as project manager for evaluation and analytic projects that require coordinating multiple interested parties and collaborators and disparate data sources, for which information is decentralized.





Special Notes: 

This role is involved in a dynamic public health program. As such, roles and responsibilities are subject to change as situations evolve. Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and MA DPH in order to best support the State of Massachusetts in their public health programing.

This position is currently a hybrid position. CDC Foundation retains the right to make adjustments to this as required.
