Job Summary
Responsible for supporting the management of benefit plan administration (qualified and non-qualified defined contribution and defined benefit plans) as well as post-retirement benefit trusts. Manages operational aspects of the retirement plans, including evaluating, selecting and monitoring of the external investment managers and other vendors for review and approval by the benefits committee, administration of the investment managers, and day-to-day management of trustee/custodian. The position will provide oversight on the preparation of regulatory compliance. Responsibilities will include managing personnel, overseeing their work deliverables as well as the professional development of team members.
Other Treasury related activities: Evaluates financial risk and financial reporting as it relates to treasury operations, including but not limited to annual interest expense, amount of debt outstanding, size of commercial paper program, revolving credit facilities, working capital, rating agencies, and mergers and acquisitions activities. Assists in meeting overall finance department’s policies and regulatory requirements. Assigned Treasury department and Finance Organization special projects.
Essential Functions
• Establishes trust relationships and monitors the investments of funds held in trust. Implements investment management changes approved by the benefits committee.
• Administers employee benefit plan investments for defined benefit, defined contribution and post-retirement benefit trusts, including:
• monitoring compliance with investment policies, briefing the Benefits Committee on benefit plan investments,
• ensuring plans operate according to ERISA standards and compliance with DOL regulations,
• implementing changes to benefit plan investments, preparing quarterly Savings Plan prospectus supplements, preparing annual Savings Plan fee disclosure statements,
• compiling fees and expenses paid by defined benefit and defined contribution plans for periodic external reviews of the reasonableness of such fees,
• negotiating investment manager agreements,
• drafting investment policies and guidelines for review and approval by the Benefits Committee,
• collaborating with the investment consultant on the preparation of written presentations to the Benefits Committee,
• directing the payment of fees and expenses,
• monitor financial service fees and address quality issues.
Essential Functions (cont.)
• Manage day-to-day asset allocation in all the trusts in accordance to policy target levels, including making recommendations to the benefits committee on redemption and investing contributions as related to liquidity management and monthly rebalancing.
• Manage day-to-day relationship with Trustee/Custodian, including ensuring accuracy in monthly asset statements, dealing with day-to-day issues.
• Responsible for monitoring investment managers, including analyzing the appropriateness of investment styles, biases and tilts versus benchmark. Have the ability to articulate investment thesis and generate ongoing performance attribution analysis on the portfolios. Presenting results and associated recommendations to the Benefits Committee.
• Responsible for enhancing the portfolio analytics capability, such as recommending new risk metrics, new analytic tools.
• Responsible for monitoring industry best practices and trends in risk management, investment managers and plan sponsors. Familiar with pension accounting, funding regulations and capital market developments which affect the retirement plans
• Develops written testimony for rate cases and similar proceedings, as applicable, before public utility commissions primarily regarding benefits plan items, may also include cost of capital, capitalization, credit ratings and various financing matters.
• Provides support to the SEC filing function with respect to benefits plan activities, monthly and quarterly reporting. Understand and manage appropriate accounting procedures and processes.
• Fosters relationships with external relations including legal counsel, and advisors, bankers, auditors, etc. Interacting and developing internal relationships with various departments, including but not limited to Total Rewards, Legal, Accounting, Tax, Finance and Benefits Committee members.
• Conduct benchmark studies of financial service providers and their services to evaluate whether they fit CNP’s requirements. Assess performance benchmarks and recommend changes when warranted.
Other Treasury Related Activities
• Manage day-to-day activities related to ZENs instruments including but not limited to ongoing administrative activity as well as strategic analysis.
• Manage day-to-day activities related to Charitable Contributions funded by Treasury, the evaluation of creating a charitable foundation, administration of charitable foundation, if applicable.
• Manage quarterly analysis and administrative activity determining need for subsidiary dividend or equity infusion activity.
• Evaluates financial risk and financial metrics as it relates to treasury operations, including but not limited to annual interest expense, amount of debt outstanding, size of commercial paper program, revolving credit facilities, rating agencies, and captive financial analysis.
• Provide technical and other support for mergers and acquisitions and other projects as needed.
• Recommend, implement and maintain process improvements, including the use of Robotics technology.
• Support and participate in Strategic Plan activities.
• Assist in the preparation of BOD related material and present, if applicable.
• Additional duties as directed by supervisor.
Education Description
• Requires a bachelor's degree in Accounting, Economics, Finance or Business Administration.
• CTP, CFA, or CPA preferred
• M.B.A. or Masters of Accounting preferred
Experience
• Requires seven (7) years relevant experience, management experience or experience managing a process
• Experience preferred:
• Experience managing pension and saving plan investments, trust operations and ERISA
• Exposure to utilities
• Understanding of the equity and fixed income capital markets, disclosure regulations, and the company’s prior communications to the investment community
• Experience in the preparation of financial schedules and SEC filings including some disclosures
• Extensive experience in building complex financial models to evaluate various financial plans
• Experience in presenting and preparing proposals to recommend new products/services
• Experience in preparing cash forecasts and cash flow analyses
