This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), Business Services Group (BSG), Division of Technology Solution (DTS).As a Data Scientist, you will design, develop, and implement the analytical, statistical, and programming mechanisms necessary to collect, organize, analyze, and interpret unique and highly specialized data sets.Duties• Serve as an advisor to project teams and leadership at the Division or Group level in collecting, analyzing, and interpreting unique and specialized CMS data sets that may inform agency decisions regarding CMS programs.• Conduct data collection, manipulation/cleansing, and analysis; develop data visualizations; and develop and test hypotheses using tools such as Statistical Analysis System (SAS) software, Python, R, or SPSS.• Translate the results of analysis into clear, actionable communications that equip Agency decision makers with the data to make informed evidence-based decisions about program or operations strategy.• Serve as a resource to Federal and contractor staff on data science, and may be called upon to serve as a team leader, assuming responsibility for the development of project planning, coordination of overall team efforts.• Act as a technical liaison with other CMS centers and offices, the Department of Health and Human Services, and private-sector organization on relevant issues related to data science. This will prevent you from receiving further consideration.In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include:• Utilizing code or statistical analysis to analyze data; AND• Conveying statistical information to non-technical audiences.Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level.Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.EducationEducation Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:Basic Requirements• Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR• Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.TRANSCRIPTS are required to verify satisfactory completion of the educational requirement listed above. Failure to submit a copy of your transcripts at the time of application WILL result in an ineligible rating. Please see "Required Documents" section below for what documentation is required at the time of application.Workplace Flexibility at CMS: This position has a regular and recurring reporting requirement to the CMS office listed in this announcement; however, CMS offers flexible working arrangements and allows employees the opportunity to participate in telework combined with alternative work schedules at the manager's discretion. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
