VP, Regulatory Risk Officer (Hybrid)

The Regulatory Capital Interpretation and Analysis Team (“CIAT”) within the Chief Risk Office - FInance (“FINCRO”) provides the second line independent review and approval of regulatory capital interpretative conclusions made by the Regulatory Capital Policy Group (‘RCPG”) within Finance- Capital Controllers for complex transactions globally. As a control function, CIAT plays a critical role in ensuring the accuracy of Citi’s externally reported RWA actuals under Basel III and is actively involved in the internal review and approval of the proposed Basel III Endgame enhancements.The Basel RWA Generalist will report to the Head of CIAT, a Managing Director, and will act in a support role for senior members of CIAT staff during the review and challenge of regulatory capital analyses and treatment conclusions for new products and complex transactions. Globally, CIAT performs an advisory role on more than 100 complex transactions each year. The scope of the role is both capital policy and transaction-oriented and there is extensive interaction with senior members of the Business, Line Risk, Legal and RCPG during the transaction structuring, review, and approval process. The Basel RWA Generalist will also participate in a supporting role in the new product approval process during the review and approval of a wide range of new and complex banking products.Key Responsibilities:• Act as a junior member of the CIAT team which provides independent review and challenge of regulatory capital policies and RWA technical interpretations for Citigroup firmwide.• Provide support for Basel III RWA subject matter experts across a range of exposure/product types and in the development of regulatory capital and risk policies.• Within and across Basel exposure types, provide support to senior members of CIAT staff during the second line of defense (i) review and approval process with respect to the proper regulatory capital interpretations and RWA treatment of complex financing transactions, and (ii) determination of risk mitigation benefits. The analyses typically include reviewing legal documents, risk approval memos, risk rating methodologies and financial accounting treatment.• Provide back-up support for CIAT’s daily governance process management activities.• Develop understanding of Citi’s capital management and risk management policies, systems, infrastructure and data requirements.Job Requirements/Qualifications• Excellent academic record preferably in finance or accounting.• Minimum Bachelor’s level qualification with 6+ years of work experience in the financial industry.• Excellent communication skills are required, with the ability to decompose complex concepts into simple concepts and clearly articulate them to a broader audience• Be organized, disciplined and detail oriented.• Highly motivated, self-starter who can operate both independently and as a member of a global team• Experience in Risk Management is preferred (including knowledge of Citi’s organizational structure and risk policies).• Initially, the individual must have a basic knowledge of Basel III concepts and related RWA calculations.
