Job Description

POSITION DESCRIPTION

Under direction, plans and coordinates general grounds maintenance and maintenance and repair activities on various public buildings, industrial facilities and public rights of way to achieve optimum efficiency of manpower, time, equipment and material; performs related duties as required.

Essential functions:

Investigate and evaluate departmental requests for various types of maintenance and repair. This may include on-site inspections of machinery and structures.

Plan maintenance and repair schedules for routine and preventive maintenance to ensure uninterrupted operation of systems; Develop new preventive maintenance procedures as required to adjust to changes in system operations, use patterns and new developments in maintenance and materials technologies.

Report difficult maintenance situations to the supervisor and recommend a course of action.

Prepare statistical reports on all maintenance and repair activities.

May supervise the work of subordinate personnel such as estimators, schedulers and clerical staff by planning, assigning, coordinating and directing work assignments.

Maintain and evaluate systems maintenance history records to ensure accurate and timely assessment of equipment and system performance with respect to work performed, frequency of failure and labor and materials costs.

Class 7262 Maintenance Planner performs other related duties as required.

Qualifications

How to qualify

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

1. Three (3) years of verifiable experience in one of the following areas:

a) as a maintenance estimator and/or scheduler or equivalent in facilities (building utilities, related structures and equipment) maintenance.

b) as a maintenance planner for construction or facilities/equipment maintenance.

c) as a supervisor of journey level workers in a construction or facilities/equipment maintenance related field; OR

2. Four (4) years of verifiable journey level experience in a construction or facilities/equipment maintenance related field; OR

3. Completion of a minimum four (4) year Building and Trades certified apprenticeship program AND two (2) years journey level of experience in a construction or facilities/equipment maintenance (a copy of apprenticeship certificate must be submitted with application).

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position.

Minimum Qualifications Notes:

For minimum qualifications #1, #2 and #3 listed above, the experience must include one (1) year using a Computerized Maintenance Management System (CMMS) program. (1 year = 2000 hours).

LICENSE AND CERTIFICATION

Possession of a valid California driver's license.

Verification of required work experience typically must be on the employer’s letterhead, and must include the applicant’s name, job title, description of job duties, dates of employment, hours per week, and signature of the employer, supervisor, or appropriate representative. 

Employees of the City and County of San Francisco may submit performance evaluations showing duties performed to verify qualifying City experience. City employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee's class will be allowed only if recorded in accordance with the provisions of Civil Service Commission Rules. CCSF employees will not receive credit for experience obtained outside of their classification unless recorded in accordance with the provisions of the Civil Service Rule 110.9.1/111A.11.2.

Experience claimed in self-employment will only be accepted if supported by documents verifying income, earnings, business license and experience comparable to minimum qualifications above. Copies of income tax papers or other documents listing occupation and total earnings must be submitted.

Verification of required valid licensure/certification typically must be a photocopy of the license/certificate including the name of the issuing agency as well as the name of the license/certificate holder, license/certificate number, and expiration date.

SELECTION PROCEDURES

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying)

Candidates will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. 

Supplemental Questionnaire Examination (Weight: 100%) 

Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

  • Knowledge and ability to use Computerized Maintenance Management System.
  • Ability to analyze and summarize items such as forms, schedules, work progress reports, instruction checklists, preventive maintenance/job plans, management reports, Key Performance indicators (KPI), and asset history reports; maintain and update asset records and Preventive Maintenance (PM) schedules.
  • Knowledge of general building, industrial facility, utility assets, and public right of way construction and maintenance, grounds maintenance procedures, building materials, instrumentation and controls, mechanical and electrical equipment.
  • Knowledge of planning, estimating, and scheduling techniques and procedures related to building, industrial facility, grounds, utility assets, distribution/transmission assets and public right of way construction.
  • Ability to use good judgement to make decisions pertaining to planning and detailing of maintenance work.
  • Ability to effectively and professionally express information in a clear and concise manner, both written and verbally.

All relevant experience, education and/or training must be on the supplemental questionnaire in order to be reviewed in the rating process. The information provided on the Supplemental Questionnaire Examination must be consistent with the information on the application and is subject to verification. Once submitted, applicant responses on the Supplemental Questionnaire Examination cannot be changed.  Only those applicants who qualify will receive a score on the Supplemental Questionnaire Evaluation.  

NOTE: A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Certification Rule:

The certification rule for the ranked eligible lists resulting from this examination will be Rule of 3 scores. The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: 

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. 

The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director. 

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Drug Testing Requirement:

Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by L39, are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensiive positions for six-months after the date of the positive test.
