The Mission of the San Francisco Department of Public Health (DPH) is to protect and promote the health of all San Franciscans. DPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network (SFHN), Population Health Division (PHD), Behavioral Health Services (BHS), and Administration. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Job Description

CalAIM is a multi-year initiative by California’s Department of Health Services to improve the quality of life and health outcomes of the population by implementing delivery system, program, and payment reform across the Medi-Cal program. Under the direction of the SFHN Chief Medical Officer, the CalAIM Director will manage all aspects of the CalAIM initiative, develop strategies and work plans, supervise staff, research trends in relevant subject areas to inform and develop future plans, procure consultant services and develops contracts, scope, and budget for projects, and oversee cross-departmental collaboration critical to program implementation.

Under the direction of the SFHN Chief Medical Officer, the Manager III will perform the following duties:

  1. Advises and consults with section and cross-departmental leadership; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures.
  2. Manages the project’s framework processes and methodologies involving departmental or cross-functional teams.
  3. Plans, coordinates and monitors scope, requirements, schedules, budgets, resources, tasks, risks, staff and deliverables.
  4. Supervises, train, assign and evaluate the activities of CalAIM staff.
  5. Monitors the work of and coaches CalAIM Central Team and CalAIM providers to achieve deliverables.
  6. Monitors and evaluates the effectiveness and efficiency of the CalAIM service delivery system, organizational structure, staffing levels, financial systems, and other internal  operations; identifies and recommends alternative approaches or improvements; implements revisions, adjustments and changes
  7. Works with DPH IT leadership and departmental leadership to select, implement, and refine appropriate electronic platforms for CalAIM billing and documentation
  8. Establishes and maintains liaison with federal, state, and local agencies, city departments, community-based organizations, and other Public Health and City departments.
  9. Maintains an awareness of state-level changes to the CalAIM program that require local implementation changes
  10. Represents SFHN’s CalAIM team in community-based presentations and events.

The SFHN CalAIM Director (0931 Manager III) may perform other duties as assigned or required.

Qualifications

Required Minimum Qualifications (all applicants must verify that they meet both elements below):

Education: Possession of a baccalaureate degree from an accredited college or university; AND

Experience: Five (5) years of professional experience managing health care programs, of which three (3) years must include supervising professional staff. 

Education Substitution: Additional qualifying experience may substitute for the degree requirement on a year-for-year basis for up to two (2) years. One year (2,000 hours) of qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Note: One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Possession of a baccalaureate or master’s degree in Public Administration, Business, Social Work, Public Health, Psychology, Marriage and Family Therapy, Emergency Management or a closely related field from an accredited college or university
  • Experience working with Medicaid innovation / incentive programs, such as CalAIM
  • Training in health improvement and/or health systems planning.
  • Experience working with underserved communities.
  • Knowledge of management principles and conflict resolution.
  • Strong customer service and presentation skills.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.

Supplemental Questionnaire (SQ) Examination (Weight: 100%): Candidates who qualify will be invited to participate in a Supplemental Questionnaire (SQ) Examination that is designed to measure the knowledge, skills, and abilities in job-related areas which may include but not be limited to: Experience in health systems quality improvement and program implementation, ability to develop and present complex metrics to stakeholders, knowledge and experience with anticipating obstacles and planning for contingencies administering complex initiatives and knowledge of grant and regulatory reporting requirements.

The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed in order to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their SQ responses.

Candidates must achieve a passing score in order to continue in the selection process. Candidates will be placed on the confidential eligible list/score report in rank order according to their final score.

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Certification: The certification rule for the eligible list resulting from this examination will be the Rule of the List.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
