ONLY PERMANENT EMPLOYEES IN THE TITLE AND THOSE THAT ARE REACHABLE ON THE ADMINISTRATIVE MANAGER CIVIL SERVICE LIST ARE ELIGIBLE TO APPLY.

Division/Program Summary:
The Division of Environmental Health works to prevent and control illness and injury related to environmental and occupational health risks through outreach, education, surveillance and enforcement. With staff of 1,000, the Division covers a broad range of subject matter, including oversight of environmental investigations, lead poisoning, injury prevention, occupational health, food safety, childcare, radiation control, recreational and drinking water quality, air quality, climate health, vector control, veterinary public health and pest control.

EH Office of Administration provides procurement, budget and human resources support to Division bureaus. This office also serves as the central point of contact for all permits issued by the agency.

Position Summary:
Environmental Health Administration, Human Resources Unit is seeking a HR & Leave Benefits Coordinator that will represent the division as Leave Liaison along with processing hiring and employee actions for bureaus within the division. The HR & Leave Benefits coordinator will be responsible for all Leave requests for 1000+ staff within the Division across eight bureaus. Reporting to the Director of HR & Workforce Support, the HR & Leave Benefits Coordinator will also provide professional consultations in regard to recruitment, hiring, civil service processes and personnel actions.

Job Duties and Responsibilities:
1. Work with Central Leaves and Benefits unit; bureau staff and supervisor on all items related to work injury (WC); personal and family medical and/or personal leave request; employee benefits such as but not limited to Health Benefits; Retirement planning; other work-related benefits.
2. Work closely with EH Admin Workforce Support unit on CityTime component related to leaves.
3. Human Resource Bureau Liaison for Environmental Health Administration and EHS Bureaus.
4. Submit PATS actions; review all documents for accuracy and correctness and ensures funds are available in budget to process PATS actions.
5. Work closely with EHS bureaus/programs providing support and guidance on Human Resources and employee benefits (Health Insurance, Retirement, etc). Explanation of HR, Leaves and Benefits policies and procedures
6. Meets with Bureau Program Liaisons and ensures personnel and hiring actions are submitted and processed within agency timelines of 30/90 days.
7. Provide one to one assistance to bureau AC's, Program Directors, and Hiring Managers in the preparation required documents for personnel and hiring actions.
8. Serves as backup to HR Coordinators in their absence.
9. Lead all recruitment activities within the Bureau and attends Civil Service pools and hiring events.
10. Provides, receives, evaluates, explains and process forms.
11. Provide guidance to bureau staff and their supervisors.
12. Communicate with prospective employees to obtain personnel information in order to complete required forms needed for hiring packages.

Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
