The Illinois Department of Transportation is seeking to hire a Senior Project Engineer.

Job Responsibilities

This position is accountable for supervising the construction of specially assigned highway construction projects within a specified geographical area of the district.

Subordinate Staff: 1-6 Civil Engineers, 4-15 Engineering Technicians
Project Value: $2 - $25 Million
Number of Projects Under Construction: 1-2 major projects or 5-10 normal projects

This position reports to a Construction Field Engineer. Reporting to this position are two to five Resident Engineers and two to five Resident Technicians (some of whom, will be consultant personnel) on a project basis.

The incumbent oversees reviewing the contractor’s work to ensure compliance with the contract plans and specifications. He/She is responsible for monitoring construction progress, submittal of pay estimates, recognizing the need for additions, deductions or alterations to the planned construction; and working cooperatively with the contractor and the public. He/She acts as liaison between the field and Construction Office, working through the supervising Field Engineer.

The type of problem encountered most often by the incumbent is that of a conflict with the contractor over interpretation of the plans and specifications. Thus, the greatest challenge of the position is to resolve matters of conflict within the constraint of sound engineering judgment, while remaining within the limitations of the plans and specifications.

The incumbent supervises the construction of one to two major complex projects or five to ten normal projects where it is apparent there will be unusual or exceptional problems of a technical or public relations nature. Examples of such projects are large bridges crossing major waterways, urban or rural highway improvements with unique problems requiring constant and difficult technical decisions, as well as numerous meetings with local officials and the public. This position is unique in that the incumbent must be a seasoned Resident Engineer of proven ability who can resolve project-related issues involving one or more prime contractors and various sub-contractors.

The incumbent accomplishes accountabilities through the following staff:

Resident Engineer – is accountable for supervising the construction of a major or several minor construction projects, directing a construction survey crew and inspectors, and enforcing adherence to plans and specifications by contractors.

Assistant Resident/Resident Engineer – is responsible for the layout, inspection, and documentation on intermediate construction projects or assists the resident engineer on major construction projects.

Resident Technician – supervises the construction of a moderately difficult project or two or more simple projects, directs the construction survey crews and inspectors, and enforces adherence to plans and specifications by contractors.

Resident Technician/Inspector – accountable for layout, inspection, and documentation of minor to intermediate construct projects or assisting the resident engineer/resident technician on major construction projects.

The incumbent is given the latitude to manage his/her assigned personnel to best accomplish the responsibilities of his/her assignment. He/She is expected to use his/her experience and training to recommend solutions to problems requiring decisions from higher levels. His/Her actions are restricted by district, departmental, and federal policies and by the plans and specifications.

His/Her most common contacts on a daily basis are with the contractor’s supervisory staff, as well as his/her own crews. The incumbent will have less frequent contacts with his/her supervisor, as well as other bureaus in the district from which he/she requires information and assistance. He/She is in contact with individuals from the private sector or from local agencies on an as-needed basis.

Total measurement of success in this position would be a completed, timely, quality project. However, the measure of success on a daily basis is when problems that arise in the field are handled properly and professionally by the incumbent.

3. Responsible for training, motivating, and evaluating subordinate personnel.
4. Responsible for time consideration on projects under his/her supervision.
5. Responsible for equipment utilized by himself/herself and his/her staff.
6. Ensures compliance with department safety rules and regulations.
7. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

Job Type: Full-time

Pay: $5,920.00 - $7,420.00 per month
