Joint SOF Trainer (Communications) III

CeLeen, an operating firm of Command Holdings, is currently seeking a Joint SOF Trainer (Communications) III for a high visibility program providing training and exercise support to U.S. Special Operations Command (USSOCOM). Components of USSOCOM have the responsibility to execute large-scale training exercises designed to enhance readiness and prepare SOF units for deployment. At SOF Component Commands, the contractor provides SMEs to facilitate planning and execution of SOF core activities and SOF-CF I3, augment/replicate critical staff planning positions, and provide SOF exercise planning and execution products throughout the JELC IAW SOF, Joint, Service, GCC training objectives. This position is part of the AFSOC EMERALD WARRIOR exercise team.

Duties and Responsibilities:

  • Maintain functional currency, relevancy, and awareness of SOF and Joint Enterprise training requirements through constant research of past and current operations, DoD Instructions, Manuals, Directives, Joint Exercise Instructions, Concept Plans (CONPLAN), Operation Plans (OPLAN), execute orders (EXORD), and Joint, doctrine
  • Ability to identify, source, allocate C4I requirements within an Agile Combat Employment environment.
  • Support exercise design, JELC planning, scenario scripting, key staff role playing, training, and observations
  • Utilize the ADDIE (Analyze, Design, Develop, Implement, Evaluate) model in executing the Joint Training System / Joint Training Tool to determine exercise and training requirements, design and develop appropriate training materials and scripting for in-person and online delivery
  • Create or review event concepts, to include purpose, objectives, broad scenario characteristics, processes, and products to support the mission and objectives of the event’s sponsor; use real- world events and operational planning concepts when applicable
  • Create/Replicate international/national/strategic and operational level products and orders to support Theater SOF exercises for a multinational training audience, within Foreign Disclosure (FDO) and DOS export compliance guidelines
  • Incorporate Joint Mission Essential Task List (JMETL) tasks and exercise training objectives into the observation plan to ensure all exercise milestones and objectives are observed
  • When required, support the Joint Exercise Control Group (JECG) and augment and replicate key HQs staff positions for SOF Higher HQs

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
  • Ability to sit at a computer terminal for an extended period of time.
  • Ability to work in confined areas.
  • Ability to work in remote and rural environments.

Physical Demands:

  • While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear.
  • Employee is often required to sit and use their hands and fingers to operate a computer.
  • Ability to drive a motor vehicle in environments including city, highway, and rural roads CONUS and OCONUS.

Travel:

  • 21-49% / Regular Travel.
  • This position may require travel to remote overseas locations for extended periods of time.

Basic Qualifications

  • Current, active TS/SCI security clearance.
  • Minimum of 8 years of DoD communications experience.
  • More than 7 years’ (5 years recent) experience in exercise design, scenario development, and management of Joint Life Cycle (JELC) events.
  • Minimum of 4 years of experience coordinating with the training audience and developing a realistic scenario to facilitate their training objectives.
  • Minimum of 3 years of experience in communications connectivity with communication platforms: KU/X/KA Band Satellite systems, UHF/VHF radio, data systems, mobile ad-hoc networking, mesh networking systems, tactical SATCOM, LMR systems, phone systems and COP applications.
  • Demonstrated expertise in oral and written communications to explain communication network and requirements.
  • Specific technical areas must include working knowledge of DISA DISN network services, architecture, configuration, certification processes and procedures, CISCO, LAN/WAN, fiber, POTs and NSA approved encryption devices (Taclan, KIV, KG, Cylink) equipment suite programming, deployment, and integration.
  • Working knowledge of SDN versions.
  • Minimum of 3 years of experience in HBSS and ACAS.
  • Presentation, communication, organization skills and proficiency in all source analytical support tools.
  • Outstanding communication skills, influencing abilities, and client focus.
  • Professional proficiency in English is required.
  • Demonstrated proficiency in using all Microsoft Office applications.
  • Valid driver’s license (proof of which will be required after hire) and ability to qualify for and maintain company liability insurance through a clean driving record.
  • Applicants must be currently authorized to work in the United States on a full-time basis. CeLeen will not sponsor applicants for work visas for this position.

Preferred Qualifications

  • Prior E7+, CW2+, O3+.
  • 2 years of experience as a platform instructor in a Professional Military Education/training environment.
  • Availability within three weeks of offer date.
