DescriptionThe Department of Workforce Development connects Kentuckians to employment, workforce information, education, and training.The Department is searching for a Workforce Development Manager to oversee and lead the digital equity plan for the state.The Digital Equity Act is part of the Infrastructure Investment and Jobs Act, which aims to close the digital divide and ensure that everyone has access to technologies that allow them to attend class, conduct job searches, start a small business, and participate in modern economy. It will also help to create jobs and economic opportunities that are equitable, inclusive, and accessible.The preferred candidate for this position will have experience in community outreach and will be able to demonstrate strong written and verbal communication skills, ability to establish goals and objectives and ability to motivate others toward a common goal.Job Duties• Oversees and leads digital equity strategies and initiatives within the branch to ensure all communities have access to high-speed internet.• Consults with leadership to provide advice, communicate accomplishments and needs.• Educates policymakers, local governments, and stakeholders on digital equity and inclusion and how internet access promotes economic and job growth.• Reviews workforce data and identifies existing workforce goals to gain a clear understanding of each community's workforce landscape and challenges.• Develops policies and procedures to ensure digital inclusion that will afford everyone the same opportunity for job searches/workforce and career development/digital literacy/etc.• Manages effective partnerships and community engagement to develop a digital equity ecosystem for unserved and under-served communities.• Coordinates with telecommunications service providers, community members and stakeholders seeking to address disparities in broadband internet access and work to create affordable and subsidized broadband service options programs, device ownership programs, and multilingual skill trainings that meet the community's needs.• Establishes clear and attainable goals for the telecommunications workforce and outline a pathway to achieve these goals.• Coordinates and distributes funding to local communities.• Oversees research projects and data analysis to determine digital equity needs and program progress.• Supervises and evaluates staff involved in project management and serves as subject matter expert.• Represents the agency at local, state, regional and national meetings, including legislative sessions.• Works closely with the Office of Communications to manage outreach and public awareness efforts of resources for technology access, adoption, or digital literacy training.• Performs other duties as assigned.The Education and Labor Cabinet (ELC) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the United States. ELC will only use E-Verify once you have accepted a job offer and completed the Form I-9.Minimum RequirementsEDUCATION: Graduate of a college or university with a bachelor's degree.EXPERIENCE, TRAINING, OR SKILLS: Four years of experience in reviewing, monitoring, determining eligibility for and/or administering workforce/employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.Substitute EXPERIENCE for EDUCATION: Work experience in WOIA, employment services, and/or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required education on a year-for-year basis.SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONEWorking ConditionsIncumbents working in this job title typically perform duties in an office setting.
