Cybersecurity Operations Chief

Duties

As the Cybersecurity Operations Chief in the CISA Office of the Chief Information Officer (OCIO), you will report to CISA's Deputy Chief Information Security Officer (DCISO) and be responsible for leading a team of approximately 30 federal employees and contractors to defend the agency's information technology environment.

Depending on your career level, DHS Cybersecurity Service employees in the Leadership Career Track, with a technical capability in Cybersecurity Program Management or Secure Network Operations, will generally apply their expertise to perform a range of tasks, including:

  • Overseeing teams implementing Federal cybersecurity programs, policies, and procedures and advising on the selection of enterprise security tools to ensure alignment with overall agency needs impacting the cybersecurity mission and business enterprise priorities.
  • Managing and maintaining a suite of cybersecurity tools, to include SIEM and Endpoint Security Tools and partnering with other teams in CISA's OCIO (e.g., IT Operations, Engineering) on cybersecurity operations and capabilities.
  • Developing and delivering briefings on cybersecurity programs or management initiatives for different levels of agency leadership and audiences, recommending a strategic direction in support of mitigating unusually difficult challenges compromising agency security.
  • Applying technical and leadership expertise to supervise others performing elements of the internal cybersecurity capability stack, guiding the development of highly effective solutions to encountered roadblocks.
  • Collaborating with Information System Security Managers (ISSMs) and Information System Security Officers (ISSOs) to provide expert-level technical expertise on security guidance and documentation ensuring compliance with CISA's information systems and network policies in alignment with critical agency cybersecurity priorities.
  • Managing processes to monitor the cyber threat landscape by leading coordination between CISA and the DHS Network Operations and Security Center (NOSC) and acting as the CISA OCIO customer service escalation point for the agency's operational components.
  • Training and guiding subordinate employees and teams on incident response and tool management, providing direction on monitoring, analyzing, and handling cybersecurity incidents and completing cybersecurity operational deliverables.
  • Leading others in assessing the effectiveness of security controls and actively engaging stakeholders across an agency providing feedback on network requirements, including network architecture and infrastructure when recommending security requirements for minimizing network user risk.
  • Developing and maintaining business, system, and information processes to support enterprise mission needs, translating technology and environmental conditions (i.e., law and regulation) into information technology rules and requirements that describe baseline and target architectures.
  • Leading /evaluating penetration testing, vulnerability and risk assessments, and risk mitigation procedures.
  • Serving as a strong project manager, reviewing, planning, scheduling, and prioritizing projects to provide expert guidance in developing the approach, scope, and depth; recommending solutions to encountered problems; reviewing progress of projects; providing adequate and efficient coordination during analysis, system design, evaluation and selection, and systems maintenance and operations.
  • Providing advice for determining the best approach or solution for resolving budget challenges, as well as planning, programming, budgeting, overseeing, and executing the associated programmatic and/or operational change(s).

  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.

  • May be required to serve a 3 year probationary period.

Qualifications

This position is in the Leadership Track at either the Cybersecurity Manager or Senior Cybersecurity Manager level. Employees at these career levels generally:

  • Have between 8-15 years of cybersecurity work experience.
  • Have between 0-5 years of cybersecurity leadership experience.

DHS Cybersecurity Service employees with a technical capability Cybersecurity Program Management will generally apply their technical expertise to:

  • Apply knowledge of information security to define the organization's direction and direct resources to achieve the mission.
  • Develop and recommends policy changes to support mission needs.
  • Manage security implications within the organization as directed.

DHS Cybersecurity Service employees with a technical capability in Secure Network Operations will generally apply their expertise to:

  • Understand the installation, configuration, testing, operation, maintenance, and management of networks and their firewalls, including hardware and software, which permit the sharing and transmission of all spectrum transmissions of information to support the security of information and information systems.

This position is focused on Cybersecurity Program Management and/or Secure Network Operations.

Salary: Listed salary ranges reflects typical starting salaries available to employees in most of the United States across applicable career levels. Within the provided range, average salaries vary for each career level.

Cybersecurity Manager: $158,100- $172,100
Senior Cybersecurity Manager: $179,400 - $195,500

In some geographic areas, average starting salaries will be higher because of a local cybersecurity labor market supplement (e.g., metro Washington, D.C. +10%).

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

All DHS Cybersecurity Service applicants participate in a multi-phase assessment process, which varies by career track. For the Leadership Career Track, applicants participate in a two-phase assessment process:

  • You must successfully complete each phase to advance to the next phase.
  • The total time commitment for the two phases is approximately 5-6 hours (many applicants require less time!)
  • Before each phase, DHS will e-mail you instructions and information to help you prepare.
  • Assessments are time sensitive, so monitor your e-mail to ensure you have plenty of time to complete them prior to any deadlines.
PHASE I: ONLINE ASSESSMENTS
  • Unproctored - you choose the time and location
  • Includes three assessments: (1) a work styles inventory that will take about 30 minutes to complete; (2) a work simulation that you will have up to 2 hours to complete; and (3) a leadership simulation that you will have up to 2.5 hours to complete
  • The three assessments take about 3 hours (on average) to complete
  • Requires a computer with audio (speakers or headphones) and a reliable internet connection.
  • No knowledge of DHS or cybersecurity is required for these assessments, which measure non-technical capabilities that are important for professional success in the DHS Cybersecurity Service. This includes how you communicate, analyze information, and collaborate with others:
    • The work styles inventory presents you with questions about your work-related interests and preferences.
    • The work simulation presents you with realistic, work-related scenarios and asks you to respond to them.
PHASE II: TECHNICAL CAPABILITY ASSESSMENT
  • Proctored - must be scheduled in advance and completed at a designated assessment center
  • There is a different assessment for each DHS Cybersecurity Service technical capability (visit Jobs to learn more about the technical capabilities).
  • Most individuals only have a primary technical capability and complete only one Technical Capability Assessment, but in limited circumstances, you may complete a second Technical Capability Assessment.
  • You will have up to 2.5 hours to complete each Technical Capability Assessment; each takes about 90 minutes (on average) to complete.
  • Assessments present realistic, work-related cybersecurity scenarios/questions to assess technical skills.
  • Cybersecurity knowledge is assessed, but no knowledge of DHS is required.
Your un-proctored and proctored assessment results are valid for a period of one year after completion and will be kept and used toward future positions for which you might apply that require the same assessments.

  • Some applicants who successfully complete Phase II may be asked to participate in a Phase III: Advanced Technical Interview. This scenario-based interview is used to further assess an applicant's proficiency in a technical capability. More information will be provided to such applicants as they progress through the application process.
