Data Specialist

JOB DESCRIPTION:

Arlington Public Schools (APS) requires all employees to be fully vaccinated against COVID-19 unless a medical or religious exemption is approved. Being fully vaccinated means that an individual is at least two weeks past their final dose of an authorized COVID-19 vaccine regimen (i.e. Pzifer, Moderna, and/or Johnson and Johnson). As a condition of employment, newly hired employees will be required to provide proof of their COVID-19 vaccination.

Human Resources announces an opening for the position of Data Specialist. This is a full-time, Grade E-10, 12-month position located in the Planning and Evaluation Office.

DISTINGUISHING CHARACTERISTICS

This is a single technical specialist position assigned to work with APCYF under the direction of the Assistant Director of Program Evaluation in the APS Department of Planning and Evaluation.


RESPONSIBILITIES:

RESPONSIBILITIES: ILLUSTRATIVE EXAMPLES OF WORK

  • Collaborate with APS to plan and implement frequently occurring surveys on behalf of APS and/or APCYF, including the Virginia Youth Survey and Your Voice Matters Survey.

  • Coordinates communication with stakeholders regarding surveys, manages requests from parent/guardians to exempt their children from surveys, and works with site-based survey coordinators and classroom teachers around all aspects of survey delivery.

  • Works extensively with data including gathering requirements, running queries from a variety of systems and databases, preparing and managing data files, reviewing data for quality control, analyzing data using SPSS and/or Excel, representing data visually, and producing reports or presentations that effectively communicate with a variety of stakeholder groups.

  • Participates in all aspects of APS program evaluation, including working with staff in other departments to help with program evaluation designs, creating data collection tools such as surveys and observation protocols, analyzing quantitative and qualitative data, and summarizing data findings.

  • Collaborates with multiple groups and constituents within Arlington County Schools (APS) and the Arlington County Government (ACG).
  • Works with the Virginia State agencies, as needed, to provide feedback on state-mandated surveys.

  • Researches and analyzes a variety of local, state, and national data related to K-12 education and services for children, youth, and families to help planning and reporting efforts. This includes drafting presentations and producing reports, such as the APCYF Community Report.

  • Provides programmatic support and conducts evaluations for selected APCYF initiatives and programs including the Carlin Springs Community School.

  • Works with APS and APCYF on survey design, implementation, analysis, and reporting for other survey efforts.

  • Attends and contributes to APCYF workgroups, subgroups, meetings to include the APCYF monthly partnership meetings held in the evening.

  • Provides consultative and program support services to county and school staff on a variety of program evaluation issues and survey designs.

  • Prepares and presents data and research findings to the Arlington County Board and Arlington School Board, as needed.

  • Participates in the APS Research Review Committee, which includes a thorough review of the research applications submitted. Participation in the Review Committee includes a thorough examination of proposed methodologies and participation in committee meetings to identify applications for approval.

  • Performs related duties as required or assigned.

EXPERIENCE:

EXPERIENCE: PREFERRED KNOWLEDGE, SKILLS AND ABILITIES

  • Experience working with individuals and groups from various cultural and linguistic backgrounds.

  • Skill in problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem. This includes the ability to recognize subtle aspects of problems, identify relevant information, and make balanced recommendations and decisions.

  • Demonstrated abilities in survey sampling, questionnaire design, facilitating focus groups, meetings, and trainings.

  • Demonstrated abilities to review, research national data on K-12 education and services and programs for children, youth and families, and write comprehensive reports involving data interpretation and presentation to non-technical audiences.

  • Demonstrated abilities using statistical software such as SPSS, STATA, R, or Tableau; proficiency preferred.

  • Demonstrated proficiency in using Excel.

  • Demonstrated ability to plan, organize, and manage complex data collection.

  • Experience in program evaluation including formative and summative assessment.

  • Knowledge and application of research techniques, procedures and trend, including observations and focus groups.

  • Knowledge of survey sampling techniques.
  • Knowledge of local, state and national data related research services for children, youth and families.

  • Ability to assess/evaluate effectiveness of programs and services.

  • Ability to establish and maintain successful working relationships with staff, students, and citizens, excellent human relations skills.

  • Demonstrated ability to communicate clearly and concisely both orally and in writing, including making complex analysis comprehensible to all audiences.

  • Demonstrates knowledge of program evaluation, including formative and summative assessments and a wide range of supporting statistical techniques, designing an evaluation, engaging stakeholders, and identifying data sources.

QUALIFICATIONS:

QUALIFICATIONS: PREFERRED MINIMUM EXPERIENCE/QUALIFICATIONS

  • Bachelor's degree in information management, data analytics, computer science or another data related field required.

  • Master’s degree, advanced course work or equivalent work experience in evaluation, research, social science, education, public policy, statistical analysis, assessments, research methods and education are preferred.

  • At least five years’ experience in survey administration, design, statistics, data analysis, community assessments and program evaluation.

SALARY:

Salary range of $76,638 to $125,611 annually based upon 22/23 pay plan.

Newly hired employees with previous experience in their field may receive salary credit for up
to five years of experience related to the job being filled.
