At the Endpoint and Global Service Center (J6), we provide premier customer service and support for common use information technology, connecting and protecting information systems worldwide.Position Overview:The Deputy Chief Technology Officer (CTO) for Acquisition serves as a senior technical expert within an organization responsible for purchasing and developing advanced technologies and services. This role focuses on leading efforts to adopt modern solutions, such as cloud computing, enhanced cybersecurity systems, and advanced data management tools. The advisor works with teams to design, build, and implement innovative systems while replacing outdated technologies. Acting as a trusted expert in computer science, engineering, or a related field, this individual collaborates with industry partners and team members to deliver cutting-edge solutions that meet current and future needs. This role also involves supporting new ideas in science and technology and improving processes to ensure success across projects.Major Duties:• Serve as a technical expert and architect, leading the design and development of highly available, scalable next-generation systems.• Analyze business goals, timelines, and resources to recommend the best system designs, and oversee key project deliverables through all phases of the software development lifecycle, including planning, design, coding, and testing.• Guide the acquisition, development, and support of complex systems and cutting-edge technologies. Collaborate closely with government and private industry partners to address evolving needs and priorities effectively.• Support DISA and DoD acquisition processes by delivering solutions in software development, engineering, cyber research, and operational innovations. Lead efforts across acquisition areas, including science and technology, research and development, procurement, and deployment.• Provide technical leadership in advancing science and technology solutions, driving innovation in automation, accessibility, cost-efficiency, cybersecurity, and zero-trust technologies.Required Qualifications and Mandatory Documentation:To be considered for this vacancy, candidates must meet the following education, technical, and professional qualifications. Applicants must provide all required documentation and submit written narratives addressing the specified qualifications as outlined below.Education Requirements:• The incumbent must be a recognized authority in computer science, computer engineering, or a related discipline, with progressive professional experience at high levels of government or business organizations managing complex computer/IT programs.• Education Credentials:• A bachelor’s or master’s degree in Computer Science, Computer Engineering, or a related field from a U.S.-accredited university is mandatory.• A doctoral degree in a scientific or engineering discipline, combined with at least ten years of experience in research, design, and development of advanced computer/zero-trust technology systems, may also be considered.• Foreign Education:• If education was completed in a foreign institution, you must provide evaluation results from a recognized private organization that certifies the education as equivalent to that of an accredited U.S. program. Additional details can be found here.Mandatory Technical Qualifications (MTQ):Applicants must submit written narratives addressing each technical qualification separately. Responses are limited to 2 pages per qualification.• Demonstrated expertise in planning and managing investment strategies for acquiring, developing, and deploying IT/cloud systems and next-generation data centers for a large, multi-billion-dollar, multi-disciplinary organization.• Proven experience and management skills in coordinating, integrating, and implementing cloud technical solutions and capabilities at the enterprise level.• Expertise in strategic change management techniques, particularly in implementing reforms for military mission partners and IT end-users (>200 million users).Senior Professional (SP) Qualifications:Applicants must submit written narratives addressing each qualification separately. Responses are limited to 2 pages per qualification.• Ability to negotiate with senior leaders and subject-matter experts across federal agencies, military services, private industry, and academia to resolve complex and potentially contentious IT systems and business issues.• Stature in the profession, demonstrated through memberships, honors, awards, leadership roles, and contributions in national or international scientific communities.Position Expertise:• As a nationally or industry-recognized engineering/scientific leader and technical authority:• Monitor and review current systems, including zero-trust technologies, used by DISA mission partners.• Provide recommendations for replacing or modifying legacy systems to meet future requirements.• Be familiar with DISA/OSD/DoD technical requirements and exercise sound judgment when seeking legal or acquisition guidance.• Work at the forefront of state-of-the-art technologies, often without established guidelines, requiring pioneering solutions.Conditions of Employment:• This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.• Must be able to obtain Top Secret/SCI security clearance.• This position is a Drug Testing Designated Position.• Financial Disclosure Statement, OGE 278, is required.• Specialized Education is required.• Classified Courier orders may be required.• This is an interdisciplinary job.
