DEFENSE TRAVEL ADMINISTRATOR

Duties

The paramount purpose of this position is to serve as the primary point of contact to the USPFO Comptroller Division as the action officer for the Defense Travel System (DTS), with responsibility for carrying out a wide variety of complex processes related to DTS. Manages and organizes a Tier II help desk for the Army National Guard (ARNG) within the state.

DUTIES:

  • Responsible for authorizing and setting up the correct lines of accounting for payment of Government funds. Performs a variety of analytical, technical, and administrative work for substantive programs and support activities.
  • Responsible for the control and coordination of all required actions to support successful deployments, operation and management of DTS for all military soldiers and Civilian employees using guidelines that often lack specificity due to changing mission requirements, i.e.
    changing travel destinations while en-route, delaying travel and foreign travel requirements.
  • Resolves systematic issues and/or problems involved in the fielding process, software installation and connectivity, establishment of organizations, groups, routing list, and setup of user files. Responsible for help desk operations, resolution of travel issues, accuracy of travel database(s) tables and certifications, and sustainment training requirements.
  • Ensures accountable officials and certifying officials have been appointed in writing. Identifies routing and budget/finance officials affected, and maintains the Users Tables to make any necessary changes in routing or permission levels.
  • Maintains updates to DTS database when changes occur due to personnel actions within the main organization. Manages the administrative setup structure within DTS and controls access to the major modules of DTS relevant to the access levels, i.e., organizational data and lines of accounting Analyzes travel documents and reports available in the DTS.

  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Must be able to obtain proper clearance type and level WITHIN ONE YEAR of appointment according to DoD Personnel Security Program Management Directives.
  • Participation in direct deposit is mandatory.
  • As a condition of continued employment in the GS-0503-09 position, dependent on the position?s certification level, the employee must complete the position?s higher financial management certification within 24 months of appointment to that position.
  • As a basis of continued Title 5 Excepted Service employee must complete all Financial Management Program education and training.
  • As a basis of continued Title 5 Excepted Service employee must meet the DoD directed civilian financial management certifications for the finance position within two years of initial hire date or promotion appointment date.
  • As a basis of continued Title 5 Excepted Service employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.
  • Must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee?s Individual Development Plan.
  • As a basis of continued Title 5 Excepted Service employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
  • This position is subject to provisions of the DoD Priority Placement Program.

GENERAL EXPERIENCE is at least six months experience in finance programs and eligible for entry into the position's financial management certification career program. Experience in the private or public finance program and understand a variety of instructions, regulations, policies, and procedures.

SPECIALIZED EXPERIENCE is experience accounting for payment of Government funds and making adjustments to budget estimates to different DoD organizations. Knowledge of liaison work between USPFO/state ARNG and Defense Finance and Accounting Service (DFAS). DTA training and Defense Accounting and Disbursing System (DADS) and commercial Travel Office (CTO) connectivity.

Education

To qualify for the National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Applicants, who were service members or who currently serve in a military component and completed training in financial programs, are considered minimally qualified for the GS-09 entry-level position.
