HUMAN RESOURCES OFFICER (MILITARY) (TITLE 5)

Duties

  • Provides supervision, guidance, and team leadership to dual status and title 5 employees, Active Guard Reserve (AGR), and traditional, drill status members.
  • Directs, manages, plans, organizes, and controls military personnel, recruiting, retention and education and training activities for all military organizations supported by the MPF.
  • Communicates military human resources policies and procedures through meetings, written documentation, oral presentations, and state of the art communications and media.
  • Publishes base-level operating instructions, supplements, and procedures to ensure attainment of all related objectives.
  • Communicates and coordinates directly with personnel at all levels of ANG organizations and activities.
  • Communicates and coordinates directly with personnel at all levels of ANG organizations and activities.
  • Ensures proper AFSC classification of all military personnel and final approval for classification actions at base level are accurate.
  • Develops plans necessary for execution of mobilization and deployment.
  • Officer-In-Charge of the Personnel Deployment Function and monitors the effectiveness.
  • Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished.

  • Appraises performance of employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees ranted by subordinate supervisors.
  • Participates in labor management and local negotiations at the request of HRO.
  • Directs and manages the Annual Selective Retention Program, Unsatisfactory Participation Program, Weight Management Program, and the Line of Duty Program.
  • Performs other duties as assigned.

  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Under a temporary appointment, employment is subject to termination at any time.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.
  • This position can be filled up to four years as long as funds are available to support it.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirement and is essential to accomplish the agency's mission.
  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; validated understanding of the basic principles and concepts of the occupational series and grade that includes skill in collecting and analyzing data effectively, efficiently and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material.

GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS-11 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experiences in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement; experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description; experience in performing personnel program requirements that involve advising supervisors and managers; and, experience in completing accession planning and processing; classification and position management; and, civilian promotions. This specialized experience must also include knowledge on allocating manpower resource budgets or execution procedures; experience in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques; experience in managing human resources development programs, education, voluntary education, advanced academic; education, promotion testing, and libraries.



Must meet the non-supervisory GS-0201-12 qualifications above, PLUS, possess 12 months of career broadening human resources program experience in leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigning work requirements. Must possess experiences that included training and guiding employees on human resources military or civilian programs tasks; effectively and efficiently plan and schedule; lead people and human resources personnel activities that included directing and assigning tasks and projects; and structure assignments to create viable procedures that resulted in measured and improved task processes.

Education

A high school diploma or general education development (GED) diploma is required. An undergraduate degree from an accredited college/university is desired. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Additional information

Veterans' Preference: A copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable) and a SF 15 (Application for 10-point veteran preference).

Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:

1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

a. Highly-Qualified: The numeric value rating normally ranges from 90-100 points. This higher numeric value group is applied for those candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position, including all selective placement factors and appropriate numeric ranking factor(s) as determined by the job analysis and crediting plan. To be Highly-Qualified, the candidates are considered, by the Human Resources Specialist (Staffing), as highly proficient and fully competent to effectively perform all the job requirements and can successfully perform in the position almost immediately, or with a minimum amount of training and/or orientation.

b. Well-Qualified: The numeric value group normally ranges from 80-89 points. This next lower numeric value group is used for those candidates that meet the minimum qualifications of the position and are proficient in most, but not all, of the requirements of the position. Candidates may require some training and/or orientation in order to satisfactorily perform the duties of the position.

c. Qualified: The numeric value group normally ranges from 70-79 points. This lowest group is for those candidates who meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates will require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
