Department of Surgery Administrator III

Summary

Through direct and indirect oversight of a team of approximately 600 (including 250 faculty) and leading across four major hospital affiliates, the Department of Surgery Administrator serves as the administrative leader and senior management advisor to the Department Chair. This position is critical to the Department of Surgery’s long-term success through active leadership and oversight of the strategic planning activities for the Department. The Administrator reports to the Department Chair and Chief Operating Officer of the College.


The primary responsibilities of this position are to generate, manage, and interpret strategic priorities; provide financial management and accountability for all Department resources; and to provide administrative infrastructure for faculty, staff, and trainees. These responsibilities cover each of the College’s primary missions of patient care, education, and research. This role is dynamic, providing administrative leadership in multiple BCM entities beyond the Department of Surgery, including the College and affiliated organizations.


This position is eligible for an annual performance-based bonus.

Job Duties

Operational Leadership - 20%

  • Develops and directs short and long-term strategic business plans in alignment with overall College priorities, while actively serving as the senior financial and administrative manager.
  • Prepares business analyses, funding plans, and development proposals; implements plans for new programs; and designs and executes changes to existing programs.
  • Leads complex finances, fiscal resources, and budget functions with overarching fiscal responsibility.
  • Drives continuous improvement in all domains and participates in College-wide efforts.
  • Directs senior leadership personnel; including clinical division administrators, business operations team (including robust finance, marketing, and strategy groups), education program management, and research teams.
  • Responsible for the oversight and direction of Human Resources activities.
  • Leads professional development plans and initiatives.
  • Oversees employee decisions and actions, including promotions, salary actions, performance evaluations, training, performance management, and terminations.
  • Oversees business strategy and marketing teams with a focus on driving more positive outcomes from data analytics, campaigns, and affiliate connections in alignment with Department and College-wide growth initiatives.
  • Partners with the Chair in faculty recruitment activity and salary negotiations.
  • Refines and develops an administrative structure that provides the necessary level of support services needed for continued success and strategic growth.
  • Develops and executes functional space plans and coordinates necessary support services for operations.

Patient Care and Clinical Operations - 20%

  • Responsible for the administrative management of clinical programs that are significant in value and reputation to the College and health system partners; integrating clinical care across institutions.
  • Improves policies and processes to ensure that all clinical services and procedures are billed accurately and in a timely manner and that collections are pursued promptly and accurately.
  • Analyzes and recommends action concerning clinical productivity and physician billing activities.
  • Provides support for the ideal patient experience through focused departmental and divisional activities to improve patient access, experience, and clinic site management.

Educational Program Management - 20%

  • Oversees administrative aspects of all educational programs and ensures that the Program Management team meets educational requirements for all learners.
  • Maintains compliance with BCM educational programs and accreditation standards.
  • Oversees faculty and administrative FTE staffing to carry out educational duties and accreditation requirements.
  • Assures timely completion of educational metrics and faculty teaching evaluations.

Research - 20%

  • Understands grant and contract funding sources and how they impact funds flow, faculty effort, etc.
  • Manages faculty salary distribution on research fund codes, effort, and the distribution of faculty total professional effort.
  • Leads research administration to support the needs of faculty and staff, operation and support of resources.
  • Responsible for the preparation, submission, and administration of grants and contracts.
  • Oversees the analytical review of monthly budget reports to satisfy requirements of sponsor agencies, institutions, and investigators for planning, budgeting, auditing, and oversight purposes.

Performs other job duties as required. 20%

Minimum Qualifications

  • Bachelor’s degree.
  • Fifteen years of directly related experience with five years of supervisory experience.

Preferred Qualifications

  • Master’s degree and eleven years of directly related experience with five years of supervisory experience may also be considered.
  • Progressively responsible experience in administrative management, with significant experience in managing a complex academic organization.
