Director Business Development, NASA/NOAA

Responsibilities:
The Business Development Director, NASA is responsible for the identification, pursuit, and
capture opportunities in support of the Space, Weather, and Air Traffic Engineering market growth
strategy.

PRIMARY RESPONSIBILITIES:
  • Lead and work with collaborative teams to identify and acquire new business for Noblis and its
customers;
  • Identify and target specific customers for growth opportunities based on past performance and
contract placement;
  • Formulate strategies and plans to close on opportunities driving all aspects from Explore to
Pursuit through Pre-Proposal phase;
  • Establish leads/contacts with potential customers, develop and provide company
awareness/capabilities briefings, attend marketing/business development
conferences/seminars, provide information for bid/no bid decision making, and help
develop/foster teaming arrangements with other companies;
  • Prioritize and lead capture strategy including the development and execution of capture plans;
  • Assist in the development of marketing and promotional materials, overall proposal strategy,
and proposal development;
  • Gather, assess, and validation of customer requirements, issues, and risks;
  • Develop value propositions and identify/develop early win strategies;
  • Plan and participate in opportunity activities, to include white papers, RFIs, sources sought,
workshops, industry events, opportunity gate reviews, black hat sessions, collaboration
sessions, and proposal color team reviews;
  • Maintain the opportunity record in the corporate CRM tool and record all capture activities to
promote transparency and business continuity;
  • Brief capture status regularly at specified milestones in the capture process, when material
changes occur and as needed;
  • Conduct after action reviews for all business opportunities, document lessons learned and
identify necessary adjustments to capture technique, strategy, and actions;
  • Contribute to large capture strategies, actively engage with clients, and market Noblis
capabilities externally;
  • Foster appropriate identification and selection of business development opportunities, and
provide thought leadership to help shape future work;

Qualifications:
REQUIRED QUALIFICATIONS:
  • Bachelor's degree in a related field and 12+ years of experience in Government Professional or Master's degree and 10+
Services with 4+ years in a Business Development, Capture, Proposal, and Government Program
Delivery role, with preference given to candidates with NOAA and NASA Headquarters,
Goddard, Ames, and Langley experience;
  • Extensive knowledge, experience, and proven success in winning captures of large-scale
opportunities over $20M;
  • Established relationships with current and influential government stakeholders within NOAA
and NASA agencies (preferred);

PREFERRED QUALIFICATIONS:
  • Proven leadership skills to develop, organize and execute significant account planning,
capture, and opportunity execution activities, including building industry teams, assessing win
probability, ensuring execution of customer call plans to shape acquisitions in order to respond
to and win business with new and existing customers;
  • Demonstrable experience developing white-space opportunities through proactive business
development planning and action plan execution;
  • Confidence and experience dealing with senior executives; ability to work efficiently in fastpaced, time sensitive and often multi-tasking environment;
  • Demonstrated working knowledge of the Federal Acquisition Regulations (FAR);
  • Excellent interpersonal, problem solving, solutioning, and business acumen;
  • Demonstrable understanding of all contract types (non-IDIQ, IDIQ - single or multiple award
contracts), as well as payment types (e.g., FFP, T&M, cost plus)

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position
is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
